Location and Notification Map <br /> <br />STAFF RECOMMENDATION <br />Staff recommends the Planning Commission approve Conditional Use Permit (CUP) Case No. <br />P24-0370 based on the findings and subject to the draft conditions of approval in Exhibit A. <br /> <br />EXECUTIVE SUMMARY <br />The applicant, Rui Zhao for A.C.V. Corporation, requests CUP approval to operate Fei Xiang <br />Bilingual School (FXBS), a preschool, within an existing building at 6663 Owens Drive within <br />the Pleasanton Business Park. Preschools require Planning Commission approval of a CUP at <br />this location. As proposed, staff recommends the Planning Commission find this use is <br />consistent with the objectives of the zoning district and will be compatible with the surrounding <br />uses. There are other similar schooling facilities within Pleasanton Business Park Center <br />approved by the Planning Commission and have been operating without any reported issues. <br />Conditions of approval have been included which will ensure the safety and general welfare of <br />the surrounding area, and the City in general, is maintained. <br /> <br />BACKGROUND <br />Pleasanton Business Park Center planned unit development (PUD) was approved on February <br />24, 1981, by the City Council under Ordinance No. 962. The applicant is requesting approval <br />of a CUP to operate a preschool within an existing building at 6663 Owens Drive. The <br />preschool would provide bilingual instruction. The subject site is zoned PUD-I/C-O District. As <br />stated above, preschools or nursery schools are conditionally permitted within the PUD-I/C-O <br />District with the Planning Commission’s approval of a CUP.
