<br />MEMORANDUM <br /> <br /> <br />Date: November 14, 2024 <br /> <br />To: Susan Hsieh, Director of Finance <br /> Gerry Beaudin, City Manager <br /> <br />Through: Siew-Chin Yeong, Public Works Director <br /> <br />From: Ryan Smith, Assistant Director of Utilities & Environmental Services <br /> <br />Subject: Sole Source Justification for Akel <br /> <br /> <br />Recommendation: <br />PWD Staff recommends entering into this Agreement with Akel to provide engineering services to <br />evaluate impacts to the City’s water distribution system for alternative changes in groundwater supply. <br />Background: <br />As part of the Regional Groundwater Facilities Project – Phase I Feasibility Study with Zone 7, the City <br />ultimately needs to decide if it is better to build new wells on its own in the Bernal subbasin or jointly <br />with Zone 7. As part of the analysis, the City needs to understand the impacts to the City’s water <br />distribution system from these alternative changes in groundwater supply. If the City operates its own <br />new wells then new piping improvements will be required to tie into the City’s distribution system. If <br />the City instead pursues a joint project with Zone 7 then the additional water will need to enter the <br />City’s distribution system through turnouts which likely will require pipe upsizing/replacements, new <br />turnouts, and/or turnout boosting. To evaluate these impacts and estimate costs, this Agreement with <br />Akel has been prepared. <br /> <br />Under a previous and separate agreement, Akel prepared the 2024 Water Distribution System Capacity <br />Master Plan (WDSCMP) for the City of Pleasanton (City). The WDSCMP evaluated the City’s water <br />distribution system and recommended improvements necessary to service the needs of existing users and <br />future development. Table 8.2 of the WDSCMP provides a summary of the recommended <br />improvements. As part of the WDSCMP, the assumption was groundwater supply would come from <br />new City wells at Bernal Park and Del Prado Park. This assumption is no longer accurate as now the <br />new groundwater supply would either come from new City wells at different locations (i.e. not Bernal <br />Park) or the joint project with Zone 7. Akel’s work as part of this Agreement would evaluate the water <br />distribution for the newly proposed alternatives for water supply.
