Details are provided in the ADU Accelerator Program <br />Guidelines (Attachment 3). <br /> <br />DISCUSSION <br />Encouraging and incentivizing the development of ADUs is included as part of the City’s <br />Housing Element (Policy 1.6). The City's ADU rebate program would rely entirely on the State <br />grant funds and would be available on a first-come basis until the grant funds are fully <br />expended. Based on the State’s rebate formulas and the available grant funds, the City could <br />provide rebates ranging from 9 homeowners constructing qualifying affordable deed-restricted <br />ADUs to 18 qualifying non-deed restricted ADUs. The City will establish a process for <br />homeowners to apply for the grant funding, concurrent with the building permit. <br /> <br />This past summer, the City initiated a process to pre-approve ADU plans per Assembly Bill <br />1332. The City is now soliciting plans for detached ADUs from designers, architects, builders, <br />and other qualified professionals; however, the City not yet received any applications. Pre- <br />approved ADU plans could be used throughout Pleasanton with an expedited plan review <br />timeline and lower permitting costs for homeowners. The funding dedicated to the pre- <br />approved ADU program will be used to cover the plan check fees for design professionals <br />submitting pre-approved ADU plans in an effort to solicit applications. The City will also <br />consider partnerships with other entities who have developed portfolios of pre-approved plans <br />to leverage those efforts and increase the options available to Pleasanton homeowners. <br /> <br />If approved for funding the City will implement an outreach strategy to publicize the funding to <br />homeowners and designers. <br /> <br />EQUITY AND SUSTAINABILITY <br />Approval of this item will reduce the cost of constructing ADUs, to encourage more <br />homeowners to build ADUs and increase housing availability and affordability across diverse <br />economic backgrounds. <br /> <br />OUTREACH <br />No outreach was conducted, as this item is a routine matter of City business. If approved for <br />funding, the City will implement an outreach strategy to publicize the funding to homeowners <br />and designers. <br /> <br />STRATEGIC PLAN ALIGNMENT <br />Approval of this action advances the ONE Pleasanton strategic goals of Building a Community <br />Where Everyone Belongs, Strategy 6 - Implement the Housing Element and develop a plan to <br />end homelessness to meet state requirements and provide opportunities for additional housing <br />and shelter in the community. The Housing Element includes policy 1.8 and program 1.9, to <br />encourage the production of ADUs. ADUs count towards the City's RHNA production targets, <br />and promoting ADU production is a useful method to help achieve the City's RHNA goals. <br /> <br />FISCAL IMPACT <br />The ADU Accelerator grant application will request $192,043.18 of funding which will <br />directly benefit new ADU developments. <br /> <br />Page 17 of 126
