Resolution No. 2024-069 <br /> Page 2 of 4 <br /> interested parties, and recommended the City Council approve the updated IZO and related <br /> amendments to the Pleasanton Municipal Code and ODS for Housing Element Sites to align with <br /> the amended IZO, with recommended amendments to the ODS comprising deletion of specific <br /> provisions that would become redundant with adoption of the IZO; and <br /> WHEREAS, on October 15, 2024, the City Council held a study session to review and <br /> provide input on the Draft Amendments to Pleasanton Municipal Code Chapters 17.40, 17.44 and <br /> 18.38 and the ODS for Housing Element Sites as recommended by the Planning Commission, <br /> with minor amendments based on Planning Commission comments; and <br /> WHEREAS, on November 19, 2024, the City Council adopted Ordinance No. 2287 <br /> approving amendments to PMC Chapters 17.40, 17.44 and 17.38. <br /> NOW, THEREFORE BE IT RESOLVED by the City Council of the City of Pleasanton, <br /> based on the entire record of proceedings, including the oral and written staff reports and all public <br /> comment and testimony: <br /> SECTION 1. Findings Pursuant to the California Environmental Quality Act(CEQA) <br /> The adoption of the amendments to the Objective Design Standards for Housing Element Sites <br /> is not a project within the meaning of Section 15378 of the California Environmental Quality Act <br /> (CEQA) Guidelines because there is no potential for it to result in a physical change in the <br /> environment, either directly or indirectly. Additionally, the amendments to the Objective Design <br /> Standards for Housing Element Sites are exempt from CEQA pursuant to CEQA Guidelines <br /> Section 15061(b)(3) because it can be seen with certainty that there is no possibility of a <br /> significant effect on the environment, and they contain no provisions that will directly or indirectly <br /> result in a physical change in the environment. <br /> SECTION 2. The City Council hereby adopts the amendments to the Objective Design <br /> Standards for Housing Element Sites as more particularly described in Exhibit A. <br /> SECTION 3.
