Resolution No. 2024-069 Page 2 of 4 interested parties, and recommended the City Council approve the updated IZO and related amendments to the Pleasanton Municipal Code and ODS for Housing Element Sites to align with the amended IZO, with recommended amendments to the ODS comprising deletion of specific provisions that would become redundant with adoption of the IZO; and WHEREAS, on October 15, 2024, the City Council held a study session to review and provide input on the Draft Amendments to Pleasanton Municipal Code Chapters 17.40, 17.44 and 18.38 and the ODS for Housing Element Sites as recommended by the Planning Commission, with minor amendments based on Planning Commission comments; and WHEREAS, on November 19, 2024, the City Council adopted Ordinance No. 2287 approving amendments to PMC Chapters 17.40, 17.44 and 17.38. NOW, THEREFORE BE IT RESOLVED by the City Council of the City of Pleasanton, based on the entire record of proceedings, including the oral and written staff reports and all public comment and testimony: SECTION 1. Findings Pursuant to the California Environmental Quality Act(CEQA) The adoption of the amendments to the Objective Design Standards for Housing Element Sites is not a project within the meaning of Section 15378 of the California Environmental Quality Act (CEQA) Guidelines because there is no potential for it to result in a physical change in the environment, either directly or indirectly. Additionally, the amendments to the Objective Design Standards for Housing Element Sites are exempt from CEQA pursuant to CEQA Guidelines Section 15061(b)(3) because it can be seen with certainty that there is no possibility of a significant effect on the environment, and they contain no provisions that will directly or indirectly result in a physical change in the environment. SECTION 2. The City Council hereby adopts the amendments to the Objective Design Standards for Housing Element Sites as more particularly described in Exhibit A. SECTION 3. This resolution shall become effective as of the effective date of Ordinance No. 2287 PASSED, APPROVED AND ADOPTED by the City Council of the City of Pleasanton at a regular meeting held on November 19, 2024.
