Page 1 of 4 <br />Item #4 <br /> CITY COUNCIL AGENDA REPORT <br /> <br />November 19, 2024 <br />City Manager <br /> <br />TITLE: PUBLIC HEARING: ADOPT A RESOLUTION LEVYING THE DOWNTOWN <br />PLEASANTON BUSINESS IMPROVEMENT DISTRICT ASSESSMENT FOR 2025 <br /> <br />SUMMARY <br />The Downtown Pleasanton Business Improvement District (BID) assessment is collected <br />annually as part of a three-step process described under State law. The City Council approved <br />the first step on August 20, 2024, appointing an advisory board to prepare an annual budget <br />and report describing the programs and activities of the BID. The City Council completed the <br />second step on October 15, 2024, by adopting a resolution accepting and approving the 2024 <br />Annual Report and 2025 Budget and declaring the intent to levy the annual assessment for <br />2025. The final step is to hold a public hearing and adopt a resolution levying the Downtown <br />Pleasanton BID assessment for 2025. This action will levy funds to be used by the Pleasanton <br />Downtown Association (PDA), as the manager of the Downtown Pleasanton BID, to conduct <br />promotions, programs and activities that benefit downtown Pleasanton. <br /> <br />RECOMMENDATION <br />Hold a public hearing and adopt a resolution levying the Downtown Pleasanton Business <br />Improvement District assessment for 2025. <br /> <br />BACKGROUND <br />Several decades ago, in 1989, the City established a Downtown Pleasanton Business <br />Improvement District (BID) with the purpose and boundaries of which are set forth in Chapter <br />5.28 of the Pleasanton Municipal Code. The Pleasanton Downtown Association (PDA) serves <br />as the manager of the Downtown Pleasanton BID. At its November 19, 2019, meeting, the City <br />Council approved renewal of a five-year agreement between the City and the PDA by which <br />the City contributes funds to match the annual BID assessment revenue. These City funds are <br />remitted to the PDA and used to conduct promotions, programs and activities that benefit <br />downtown Pleasanton. The agreement requires the PDA to submit an annual budget to the <br />City Council for review and consideration. The Downtown Pleasanton BID annual assessment <br />revenue in 2025 is provisionally projected by City staff to be approximately $80,000. <br /> <br />The assessment formula determined with the formation of the BID - and not materially <br />amended since then - is based on the annual business license payment and is calculated as <br />follows: <br />• businesses located curbside and downstairs on Main Street are assessed at two times <br />(2X) their business license; <br />• businesses with a Main Street address located upstairs, or not curbside, are assessed <br />at a rate of one and a half times (1½X) their business license; <br />• all other businesses (those located off Main Street) pay an amount equal to one times <br />Page 19 of 658
