P21-1173, PUD-146 and Tract 8631: 475 & 493 St. John Street Planning Commission <br />4 of 32 <br /> <br />With respect to the Downtown Commercial designation, during the DSP update process, the <br />City Council considered redevelopment of the project site and adopted policy guidance for it in <br />DSP (Policy LD-P.15). This policy states the site “may develop to a mixed-use project with <br />approval of a PUD” and that “a residential-only is not desirable.” <br /> <br />The DSP allows for residential development if it contains a commercial component; thus, a <br />mixed-use project would be consistent with the DSP land use designations. The DSP includes <br />further policies relating to new development, which are discussed below in more detail in the <br />agenda report. <br /> <br />Zoning District. The project site is zoned C-C (Central-Commercial) and Downtown <br />Revitalization district. A mixed-use project would require the project site to be rezoned to <br />Planned Unit Development-Mixed-Use (PUD-MU). <br /> <br />Site and Area Description <br />The project site is located at the north end of Downtown on the north side of St. John Street. <br />An approximately 4,742-square-foot, two-story single-family home, built in 1887, along with an <br />approximately 1,004-square-foot detached, single-story accessory dwelling unit, and <br />restaurant parking lot are located at 493 St. John Street. An approximately 1,877-square-foot <br />restaurant (Barone’s) and approximately 911-square-foot indoor event center, having a <br />combined total of approximately 2,788 square feet in area, and outdoor cabana entertainment <br />area and ancillary structures are located at 475 St. John Street. <br /> <br />The project site is approximately 2.3-acres in area, has two vehicular access drives, generally <br />square in shape and relatively flat, apart from the rear portion of the lot which has a moderate <br />to steep downward terrain into the Arroyo del Valle. There are mature trees and dense <br />landscaping at the north end of the site, within the Arroyo del Valle, and mature trees mostly <br />along the east and west sides and center of the project site. <br /> <br />The segment of St. John Street where the project site is located is between Main Street (east) <br />and the Union Pacific Railroad tracks (west) and is in an area of mixed land uses, which is <br />typical of the C-C Zoning District, including purpose-built residential, commercial and <br />mixed-use buildings, as well as a number of buildings that have been converted over time from <br />residential to commercial use. <br /> <br />The site is bordered to the north by City-owned open space land, east by the Pleasanton Hotel <br />and Rose Hotel, south by offices and single-family residential homes (across St. John Street), <br />and west by the St. John Court townhomes. Residences are also locat ed further southwest, <br />and the US Bank is located further southeast, on the opposite side of St. John Street.
