EXHIBIT A – FY 24/25
shall call the City of Pleasanton’s Customer Service Center at (925-931-5500) to notify of the
situation.

11. Lighting and camera quality shall be suitable to allow a clear in-focus picture for a
minimum of six lineal feet of the entire inside periphery of the sewer/storm pipe. The camera shall
have a minimum capability of 350 lines of resolution and should be of the “articulating head” type
to allow laterals and defects to be viewed directly. To ensure peak picture quality throughout all
conditions encountered during the survey, a variable intensity control of the camera lights and
remote-control adjustments for focus and iris shall be located at the monitoring station. Focal
distance shall be adjustable through a range of from six inches to infinity. Continuously displayed
on the monitors as part of the video presentation and digital database image capture system shall
be the date of the survey, number designation of the upstream and downstream manholes of the
section being surveyed, and a continuous forward and reverse read-out of the camera distance from
the manhole of reference.

12. At the beginning of each manhole the footage counter shall be set at zero to accurately
document the distance within the sewer/storm line.

13. A primary goal of this inspection program is to accurately determine the quantity and
location of the building laterals or side sewers and conditions that appear unusual or uncommon
to a good sound sewer. The operating technician shall provide a verbal description and have control
of the movement of the television camera at all times. This may be accomplished by means of
remote-control winches or by telephone or other suitable means of communication between the
winches at either end of the manhole section being surveyed. The travel speed of the camera shall
be uniform and shall not exceed 30 feet per minute or as would result in video that could be
comfortably viewed. Any means of propelling the camera through the sewer/storm that would
exceed this rate of speed or produce non-uniform or jerky movements will not be acceptable. At
all times, the operating technician shall be able to move the camera through the line in either
direction without loss of quality in the video presentation on the monitor. At all times, the picture
shall be free of electrical interference and provide a clear, stable image of the resolutions specified.

14. If during the inspection operation the television camera cannot pass through the entire
sewer/storm section due to an obstruction other than roots or grease, CONTRACTOR shall set up
their equipment so that the inspection can be performed from the opposite manhole (reverse run).
If, again, the camera fails to pass through the entire pipeline section, the inspection shall be
considered complete, and no additional inspection work will be required. The CONTRACTOR
will be paid only the amount of lineal footage that was inspected.

15. The CONTRACTOR shall provide digital database TV inspection reports, printed TV
inspection reports and MPEG-4 format color video of all work completed. Inspection data must be
geo-coded and referenced so the City can tie back to its GIS system. The City will provide the
system mapping data. The Contractor shall use TV inspection software and data storage system,
which is directly compatible with WinCan Database System, version 8 or, latest version or,
equivalent. Additionally, the image capture system will include provisions for capturing both
motion video and audio. In other words, the complete interface system will allow the operator to
Docusign Envelope ID: D32E8023-554D-4B88-88F3-521E56BCE792
