EXHIBIT A – FY 24/25 <br />UTILITIES DIVISION <br /> SEWER & STORM FLUSHING & CCTV SERVICES <br />(Required) <br />SCOPE OF SERVICES <br />The City is requesting an experienced licensed contractor to perform flushing and Closed-Circuit <br />Television (CCTV) services of the sewer and storm lines for the Utilities Division and other City <br />of Pleasanton Departments. This work would be performed at any of the City’s sewer or <br />stormwater infrastructure located throughout the City. The contractor will be utilized for planned <br />and emergency work where Operations needs additional resources and to assist other City <br />departments on projects. During the first year of the agreement the City’s Engineering department <br />is anticipating 8,200’ of Storm Drain and 9,500’ of sewer line will need to be cleaned and inspected <br />for a future CIP project. <br /> <br />All contractors’ employees shall comply with all Federal, State, and local laws and regulations <br />governing the installation and testing of electrical equipment and components. All contractors’ <br />employees shall comply with all Operational Safety and Health Administration (OSHA) and City <br />policies regarding the proper use of Lockout/Tagout procedures. <br /> <br />The following outline provides a scope of work for the City’s expectations regarding “as-needed” <br />flushing and CCTV work for Utilities Division and other City Departments: <br /> <br />1. Furnish all labor, materials, and equipment necessary to clean pipeline, inspect manholes <br />and pipelines and provide a closed-circuit television inspection in digital format of the sewer & <br />storm pipelines. The word “clean” is defined as the removal of all accumulations including sludge, <br />dirt, sand, rocks, grease, roots, and other solid or semisolid material in the pipe and manhole. <br /> <br />2. The CONTRACTOR shall be solely responsible for traffic control. At a minimum, <br />placement of adequate pre-warning and detour signs to control vehicular and pedestrian traffic <br />shall be required. Certain arterial or commercial district streets may require night work. The <br />contractor must submit traffic control plans for review a minimum of 48 hours before planned <br />work. The traffic control plans will be reviewed by the City’s Traffic Engineering Department. <br /> <br />3. If entry to confined spaces is necessary, the CONTRACTOR shall follow all appropriate <br />local, state, and federal laws pertaining to confined space entries. Sanitary sewer and Storm <br />manholes are considered confined spaces. Specific attention is directed also to Cal OSHA safety <br />rules, regulations, and precautions to be taken by the Contractor before entering sanitary sewer <br />and Storm manholes, and other sanitation structures with respect to physical and chemical hazards <br />that may be present. <br /> <br />4. The CONTRACTOR shall protect the manholes to withstand forces generated by <br />equipment, water, and air pressure.
