Box 520 <br />Pleasanton, CA 94566 <br /> <br />Re: Scope of Work for the Vineyard Avenue Residential Project Modified Initial Study <br />Checklist <br /> <br />Dear Ms. Carroll: <br /> <br />On behalf of Raney, a division of Raney Planning & Management, Inc., I am pleased to submit <br />the following scope of work for preparation of a Modified Initial Study (IS) Checklist for the <br />Vineyard Avenue Residential Project (proposed project). The following scope of work has been <br />tailored based on the information provided to date. The scope of work may be further refined in <br />coordination with you and City staff, as needed. We look forward to the opportunity to work with <br />you on this project. <br /> <br />PROJECT UNDERSTANDING <br />Project Location <br />The approximately 10.64-acre project site (APN 946-461-1) is located at 1 Vineyard Avenue in <br />the City of Pleasanton, California. The project site is undeveloped with seasonal grasses and <br />shrubs. Surrounding existing land uses include open space and the Cemex-Pleasanton Eliot <br />Aggregates Quarry to the north, across Vineyard Avenue; a vineyard and single-family residences <br />to the east, across Manoir Lane; single-family residences to the south, across Old Vineyard <br />Avenue; and a vineyard and single-family residences to the west, across Thiessen Street. The site <br />is currently owned by the Pleasanton Unified School District (PUSD) and located within the <br />Vineyard Avenue Corridor Specific Plan Area. <br /> <br />The City of Pleasanton 2023-2031 Housing Element and associated Environmental Impact Report <br />(EIR) identified the southern seven acres of the project site as a future rezone area known as PUSD- <br />Vineyard (Area 27), with a density of three to four dwelling units and maximum capacity of 28 <br />units on seven buildable acres. It is our understanding that, while a Rezone of the site was not <br />approved as part of the Housing Element Update, the City did approve a General Plan Amendment <br />to add a Housing Element Sites Overlay land use designation to the site.
