Bicycle, Pedestrian & Trails Committee Meeting Agenda Report October 28, 2024 Item 4 SUBJECT: UPDATE TO THE CITY OF PLEASANTON BICYCLE AND PEDESTRIAN MASTER PLAN SUMMARY The current City of Pleasanton Bicycle and Pedestrian Master Plan (BPMP) was completed in 2018 and contains the goals and policies for developing and implementing the bicycle and pedestrian networks within the city. The BPMP builds on the General Plan blueprint and is the official policy document addressing the development of bicycle and pedestrian facilities. Since the adoption of the BPMP, several improvements have been implemented, and other project studies initiated. It is required that the master plan be updated every five years to allow the City to compete for State Bicycle Transportation Account funds and various grant opportunities. BACKGROUND Staff summizes that a comprehensive update to the master plan chapters will be required. • Chapter 1 updates to the community involvent and existing setting • Chapter 2 updates to the Goals, Policies, and Actions • Chapter 3 updates to existing and proposed bicycle and pedestrian facilities, including high bicycle and pedestrian generators • Chapter 4 updates to the corridors and volume forecasts, including prioritizing high bicycle and pedestrian generators within the city • Chapter 5 minimum updates to the prioritization criteria • Chapter 6 updates and revisions to the current and future support programs throughout the city • Chapter 7 updates to the current and past expenditures, cost of new bicycle and pedestrian facilities, funding sources, and implementation strategies • Update to all appendices RECOMMENDATION It is recommended that the Bicycle, Pedestrian & Trails Committee receive this information and provide feedback as necessary.
