California Library Literacy Services programs shall comply with the <br /> requirements in Sections 18880-18883 of the California Education Code. <br /> 2. California Library Literacy Services programs shall train and recruit volunteers <br /> to serve as tutors. Volunteer tutors are the primary instructors for the <br /> program. <br /> 3. California Library Literacy Services programs shall seek local government <br /> and community resources and develop cooperative relations with other <br /> local literacy services providers. <br /> 4. California Library Literacy Services programs will provide a base level of <br /> local and private fiscal support to be established by the California State <br /> Library. <br /> 5. In response to an expressed and recognized need from the field for specific <br /> program requirements, the California State Library and related stakeholders <br /> created a framework and program essentials. The framework and essentials <br /> describe what constitutes an effective program: <br /> a. California Library Literacy Services programs must use the Roles and <br /> Goals framework to implement and evaluate their literacy services. <br /> b. California Library Literacy Services programs' staff must attend their <br /> regional Library Literacy Network Meetings. <br /> c. Tutor training for volunteers should include, at a minimum, a program <br /> orientation, tutoring basics, and instruction on learner-driven services. <br /> d. California Library Literacy Services programs must align with the <br /> following program values: <br /> i. California Library Literacy Services is library based; <br /> ii. California Library Literacy Services is a core library service; <br /> iii. California Library Literacy Services is learner-driven; <br /> iv. California Library Literacy Services is community-focused; <br /> v. California Library Literacy Services is volunteer-supported; <br /> vi. California Library Literacy Services staff is professionally <br /> engaged; and <br /> vii. California Library Literacy Services supports families. <br /> 6. California Library Literacy Services Family Literacy programs (if applicable) <br /> shall provide services to prevent illiteracy through coordinated literacy and <br /> preliteracy services to families.
