MEMORANDUM Date: September 24, 2024 To: Susan Hsieh, Director of Finance Gerry Beaudin, City Manager Through: Siew-Chin Yeong, Public Works Director From: Ryan Smith, Assistant Director of Utilities & Environmental Services Subject: Sole Source Justification for West Yost Recommendation: PWD Staff recommends entering into this Agreement with West Yost for a 3-year contract for cybersecurity support services for the water and wastewater systems’ supervisory control and data acquisition (SCADA) system. Services may include the following tasks: 1. Implementation: Support for activities in executing cybersecurity improvements for the City’s SCADA networks and systems. 2. Strategic Planning: Engage with internal stakeholders for cybersecurity improvements project planning meetings to include guidance on cybersecurity best practices for critical infrastructure. 3. Network Security Evaluation: Evaluate the current configuration of the City’s SCADA networks and systems and provide recommendations for effective security between the SCADA network and other untrusted networks. 4. Technical Advisory Services: Provide technical review and support during cybersecurity project implementation to address technical challenges and maintain alignment with the City’s strategic vision. Background: West Yost was the firm selected through an RFP process in late 2019 as the requirements to comply with the American Water Infrastructure Act of 2018 (AWIA) went into effect. The firm prepared SCADA Risk and Resilience Assessment (RRA) and SCADA Network Assessment confidential reports (capital project #17163) that were completed as required by AWIA in 2021. The CIP project needs to be closed out, but ongoing routine work is needed. Furthermore, the current contract is tied to the CIP budget, but the ongoing work is more appropriately charged to the operating budget.
