<br />MEMORANDUM <br /> <br /> <br />Date: September 24, 2024 <br /> <br />To: Susan Hsieh, Director of Finance <br /> Gerry Beaudin, City Manager <br /> <br />Through: Siew-Chin Yeong, Public Works Director <br /> <br />From: Ryan Smith, Assistant Director of Utilities & Environmental Services <br /> <br />Subject: Sole Source Justification for West Yost <br /> <br /> <br />Recommendation: <br />PWD Staff recommends entering into this Agreement with West Yost for a 3-year contract for <br />cybersecurity support services for the water and wastewater systems’ supervisory control and data <br />acquisition (SCADA) system. Services may include the following tasks: <br />1. Implementation: Support for activities in executing cybersecurity improvements for the City’s <br />SCADA networks and systems. <br />2. Strategic Planning: Engage with internal stakeholders for cybersecurity improvements project <br />planning meetings to include guidance on cybersecurity best practices for critical infrastructure. <br />3. Network Security Evaluation: Evaluate the current configuration of the City’s SCADA <br />networks and systems and provide recommendations for effective security between the SCADA <br />network and other untrusted networks. <br />4. Technical Advisory Services: Provide technical review and support during cybersecurity <br />project implementation to address technical challenges and maintain alignment with the City’s <br />strategic vision. <br />Background: <br />West Yost was the firm selected through an RFP process in late 2019 as the requirements to comply <br />with the American Water Infrastructure Act of 2018 (AWIA) went into effect. The firm prepared <br />SCADA Risk and Resilience Assessment (RRA) and SCADA Network Assessment confidential reports <br />(capital project #17163) that were completed as required by AWIA in 2021. The CIP project needs to be <br />closed out, but ongoing routine work is needed.
