Supporting Narrative.
The USDOT’s Equitable Transportation Community (ETCT) Explorer is an interactive dashboard created to
understand how a community or project area is experiencing transportation disadvantage compared to all other
Census Tracts nationally. The City of Pleasanton scores disadvantaged among four of the forty indicators used
to develop the five components. The four indicators include Annualized Disaster Losses (under Climate &
Disaster Risk Burden), PM2.5 and Hazardous Sites Proximity (under Environmental Burden), and Limited
English Proficiency (under Social Vulnerability). The PTAP-identified transportation improvements will reduce
environmental burdens
citywide by enhancing low-emission modes of transportation such as walking, bicycling, and transit. The
enhancements will thereby benefit the population living with highest exposure by reducing burden levels and
exposures. See the attached map showing the results of the ETCT mapping in the City of Pleasanton.
