Report to City Council <br />2024 Review and 2025 Budget <br />STRUCTURE <br />The Downtown Pleasanton Business Improvement District (PDA) is a non-profit service <br />organization comprised of all downtown businesses and dedicated to the ongoing <br />revitalization of Pleasanton’s historic business district. The downtown business <br />improvement district was created in 1984 by the Pleasanton City Council under the <br />provisions of California Business Improvement District/Area law. <br />The current assessment formula is based on the annual business license payment: businesses <br />located curbside, downstairs on Main Street are assessed at a rate of two times their <br />business license; businesses with a Main Street address located upstairs, or no t curbside, are <br />assessed at a rate of one and a half times their business license; all other businesses (those <br />located off Main Street) pay an amount equal to their business license. The minimum <br />assessment is $50 and the maximum is $350. Non- profit businesses do not pay an <br />assessment to the PDA. No changes in the district’s assessment formulas or the boundaries <br />of the district are recommended for 2025 since the City is currently undergoing an update of <br />the BID structure. <br />The district currently includes approximately 600 members. Those members elect and are <br />represented by a 13-member Board of Directors, where, as dictated by the PDA’s By-Laws, no <br />more than three directors may represent any one segment of the membership, but the board <br />must include two property owners and two retailers/restauranteurs. <br />In accordance with the City and PDA agreement, the PDA has created an organizational <br />structure that is modeled on the guidelines recommended by the National and California <br />Main Street Programs. The PDA has been, once again, designated as a 2024 Accredited Main <br />Street America™ program. Accredited status is Main Street America’s top tier of recognition <br />and signifies a demonstrated commitment to comprehensive commercial district <br />revitalization and proven track record of successfully applying the Main Street Approach™. <br />Areas of focus are: <br />Organization: The Organization Committee, known at the PDA as the Executive <br />Committee, is made up of the five officers of the Board of Directors – President, President- <br />Elect, Past President, Secretary and Treasurer.
