Page 1 of 5 <br />Item #2 <br /> CITY COUNCIL AGENDA REPORT <br /> <br />October 15, 2024 <br />City Manager <br /> <br />TITLE: ADOPT A RESOLUTION ACCEPTING AND APPROVING THE DOWNTOWN <br />PLEASANTON BUSINESS IMPROVEMENT DISTRICT 2024 ANNUAL REPORT <br />AND 2025 BUDGET AND DECLARING THE INTENT TO LEVY THE ANNUAL <br />ASSESSMENT FOR 2025 <br /> <br />SUMMARY <br />The Downtown Pleasanton Business Improvement District (BID) assessment is collected <br />annually as part of a three-step process described under State law. The City Council approved <br />the first step on August 20, 2024, by appointing an advisory board to prepare the annual <br />budget and report describing the programs and activities of the BID. The Downtown <br />Pleasanton BID Advisory Board has submitted its year-to-date 2024 report and budget for <br />2025; the advisory board is recommending no modifications to the district boundaries and no <br />change in the method of levying the assessment for 2025. Staff recommends the City Council <br />approve the second step in the annual BID assessment process by accepting and approving <br />the 2024 report and 2025 budget and setting a public hearing to consider assessment of the <br />levy for November 19, 2024. <br /> <br />RECOMMENDATION <br />Adopt a resolution accepting and approving the Downtown Pleasanton Business Improvement <br />District 2024 annual report and 2025 budget as prepared by the Advisory Board, and setting <br />the public hearing date for November 19, 2024, to levy the annual assessment. <br /> <br />BACKGROUND <br />The Pleasanton Downtown Association (PDA) serves as the manager of the Downtown <br />Pleasanton BID. At its November 19, 2019, meeting, the City Council approved renewal of a <br />five-year agreement between the City and the PDA by which the City contributes funds to <br />match the annual BID assessment revenue. These City funds are remitted to the PDA and <br />used to conduct promotions, programs and activities that benefit downtown Pleasanton. The <br />agreement requires the PDA to submit an annual budget to the City Council for review and <br />consideration. The Downtown Pleasanton BID annual assessment revenue in 2025 is <br />provisionally projected by City staff to be approximately $80,000. The assessment formula is <br />based on the annual business license payment and is calculated as follows: <br />• businesses located curbside and downstairs on Main Street are assessed at two times <br />(2X) their business license; <br />• businesses with a Main Street address located upstairs, or not curbside, are assessed <br />at a rate of one and a half times (1½X) their business license; <br />• all other businesses (those located off Main Street) pay an amount equal to one times <br />Page 10 of 218
