Page 3 of 4 <br /> <br />Evaluation Criteria (Attachment 4) <br />The Human Services Commission annually reviews and updates the Evaluation Criteria for the <br />HHSG applications in preparation for the next grant cycle. The Evaluation Criteria address the <br />needs, benefits, funding, and additional criteria, including organization and Human Services <br />Commission priorities. This approach streamlines the application review for commissioners to <br />help determine the best use of funds. The Evaluation Criteria will guide the commission as <br />they individually review grant applications. <br /> <br />Grant Application Process for FY 2025/26 <br />The cities of Dublin, Livermore, and Pleasanton will open the application period in November <br />2024, and host a virtual grant application workshop in early December 2024, with applications <br />due in January 2025. <br /> <br />Housing and Human Services Grant Updates – Future Considerations <br />For future Housing and Human Services grant cycles, staff is exploring the feasibility of a two- <br />year application cycle, which would need to be brought to the City Council for consideration as <br />part of the City’s biennial budget process. A two-year grant application cycle would allow <br />applicants to engage in longer-term planning for their programs. <br /> <br />However, there are challenges with a two-year cycle as well. A two-year cycle could limit new <br />applicants from being able to apply annually. The new process would not necessarily reduce <br />work for applicants and staff since the application would need to be filed annually for federal <br />funding, and from a budgetary perspective, if federal funding or City funding were not approved <br />in the second year of a two-year funding cycle, there would need to be an alternate funding <br />mechanism. The cities of Dublin and Livermore will pilot a two-year application cycle for the <br />upcoming FY 2025/26 applications, and staff will analyze their programs’ effectiveness. <br /> <br />In November 2024, Tri-Valley Human Services staff will bring a discussion on action items <br />from the Eastern Alameda County Human Services Needs Assessment to a Joint Human <br />Services Commission meeting and continue to revise the annual HHSG process to reflect new <br />and emerging goals. <br /> <br />EQUITY AND SUSTAINABILITY <br />Housing and Human Services Grants are vital in promoting equity in our community. By <br />supporting essential services like affordable housing, healthcare, and job training, these funds <br />help reduce disparities and build long-term resilience.
