Page 2 of 3 <br />DISCUSSION <br />The project scope of mulch installation consists of loading, transporting, providing traffic <br />control, and installing wood mulch in City-owned street medians at various locations <br />throughout the city.The contractor adds mulch to areas, bringing the existing level to a uniform <br />five-inch thickness across the open planter area. The contract is divided into three years, each <br />year addressing a pre-determined section of the city so that all medians will be replenished <br />every three years. The project will be initiated each fall or spring, and the contractor will have a <br />designated timeframe to complete the work. <br /> <br />The last service contract expired on June 30, 2023. An RFB was formally advertised in August <br />2024 for a new agreement for services. On August 28, 2024, seven bids were received for this <br />contract. Work under this contract would begin November 1, <br />2024, with scheduled completion by June 30, 2027. The City may terminate the Agreement at <br />any time by mailing a notice to the Contractor per Section 10.a. of the Agreement if reduced <br />service levels are needed in the future. <br /> <br />EQUITY AND SUSTAINABILITY <br />Not applicable, as this item is a routine matter of City business. <br /> <br />OUTREACH <br />No outreach was conducted in addition to the formal bid process, as this item is a routine <br />matter of City business. <br /> <br />STRATEGIC PLAN ALIGNMENT <br />Approval of this action advances the Citywide ONE Pleasanton strategic plan goal of Investing <br />in Our Environment, Strategy 7 – Continue to invest in parks, bicycle and pedestrian <br />infrastructure, and public art to improve traffic safety, promote climate resilience, and increase <br />equitable access to cultural and recreational opportunities. By implementing the best <br />management practice of routinely applying mulch to our medians, the City is suppressing weed <br />growth, conserving water, and maintaining a large and extensive city asset. <br /> <br />FISCAL IMPACT <br />Funding for the agreement is allocated in the Parks Maintenance Division Operating Budget <br />(00140400-430107). The proposed agreement with Best Quality Tree Service is for a not-to- <br />exceed amount of $304,152. This amount includes a 15 percent contingency per year for <br />Page 38 of 90
