Draft Resolution with Proposed Amendments to the <br />Pleasanton Municipal Code and Objective Design Standards <br /> <br /> <br />STAFF RECOMMENDATION <br />It is recommended that the Planning Commission recommend City Council approval of <br />amendments to PMC Chapters 17.44, Inclusionary Zoning Ordinance and related amendments <br />to Chapter 17.40, Affordable Housing Fee, Chapter 18.38, Housing Opportunity Zone District, <br />and the Objective Design Standards for Housing Element Sites . <br /> <br />EXECUTIVE SUMMARY <br />Since early 2024, the City has engaged in efforts to update development impact fees and to <br />comprehensively update the Inclusionary Zoning Ordinance (IZO). The IZO, adopted in 2000, <br />requires residential development to build or “include” below-market-rate units as a means to <br />mitigate the effect of new development on the City’s affordable housing needs. Based on <br />analysis and recommendations supported by the work of the City’s professional services firm, <br />Economic and Planning Systems, the City Council considered and provided key policy <br />direction on the updated IZO at workshops held in May and August 2024 , including <br />recommended changes to the inclusionary rate, affordability targets, and aspects of the policy <br />related to minimum design standards, alternative compliance, and other elements of the IZO. <br />Those recommendations and additional clarifying revisions have been incorporated into a <br />revised draft IZO which is before the Planning Commission for review and recommendation for <br />adoption to City Council. In addition, the Planning Commission will consider related <br />amendments to the PMC and to the 2023 Objective Design Standards for Housing Sites to <br />align with the proposed IZO amendments. <br /> <br /> <br />
