<br /> <br />11 of 11 <br />Because those provisions would be redundant with the updated IZO, this chapter of the PMC <br />would be amended to delete them. <br /> <br />Objective Design Standards for Housing Element Sites <br />Similar to Chapter 18.38, the ODS were adopted prior to this update of the IZO, and so <br />detailed standards were included in the ODS for required affordable housing units. Similarly, <br />those standards are proposed to be deleted from the ODS since they would be redundant with <br />the updated IZO and instead the ODS would defer to the IZO for affordable housing <br />requirements. <br /> <br />PUBLIC NOTICE <br />Notice of this Notification of this code amendment has been published in The Valley Times and <br />was noted in the Pleasanton Weekly as an upcoming agenda item for the September 11, 2024, <br />Planning Commission meeting. At the time this report was prepared, staff has not receiv ed <br />comments regarding the proposed code amendments. <br /> <br />ENVIRONMENTAL ASSESSMENT <br />The adoption of this Ordinance is not a project within the meaning of Section 15378 of the <br />California Environmental Quality Act (CEQA) Guidelines because there is no potential for it to <br />result in a physical change in the environment, either directly or ind irectly, in that the <br />inclusionary ordinance is related only to the affordability of housing and does not modify the <br />physical characteristics of housing, or change or modify the allowable density of projects. <br />Additionally, the ordinance is also exempt from CEQA pursuant to CEQA Guidelines Section <br />15061(b)(3) because it can be seen with certainty that there is no possibility of a significant <br />effect on the environment and contains no provisions that will directly or indirectly result in a <br />physical change in the environment. <br />SUMMARY/CONCLUSION <br />The proposed amendments to the IZO would comprehensively update the nearly 25-year-old <br />ordinance, and improve its overall feasibility, and enforceability as well as better aligning it with <br />Housing Element and other policy goals of the City to maximize construction of housing <br />affordable to all segments of the community.
