Review and Provide Recommendation to City Council for Allocation of Federal HOME <br />Funds and City Lower Income Funds Related to the Housing and Human Services Grant <br />(HHSG) Program for Fiscal Year 2024/25 <br /> <br />Recommendation: Review and Recommend to City Council the Allocation of Federal HOME Funds and <br />City Lower Income Funds related to the Housing and Human Services Grant (HHSG) Program for <br />Fiscal Year 2024/25. <br /> <br />Tri-Valley REACH, Habitat for Humanity, Goodness Village, ECHO Housing, Community Resources for <br />Independent Living, CityServe of the Tri-Valley, Centro Legal de La Raza and Abode Services <br />presented their HHSG applications for FY 2024/2025. <br /> <br />Motion: It was m/s by Schempp/Chillinsky to approve the funding for the Housing and Human Services <br />Grant (HHSG) Program for Fiscal Year 2024/25. Motion passed by the following vote: <br /> <br />Ayes: Commissioners Chillinsky, Renton, Schempp, and Chair Fischer. <br />Noes: None. <br />Absent: None. <br /> <br />5. Review and Provide Recommendation to City Council for Alternative Affordable Housing <br />Agreements with Catalyst Development Partners, LLC for a Condominium Housing <br />Project at 3200 Hopyard Road <br /> <br />Recommendation: Review and Recommend to City Council for Alternative Affordable Housing <br />Agreements with Catalyst Development Partners, LLC for the Condominium Housing Project at 3200 <br />Hopyard Road. <br /> <br />Housing Manager Steve Hernandez presented the item and answered questions from the <br />commissioners. <br /> <br />Chair Fischer opened the public comment. Public comments were received by: Bruce Myers, applicant, <br />Richard Martinetti, Connie Cox, John Conroy, Larry Kriegbaum, David Gozum, Kristin Springer, Phil <br />Sayre, David Pastor, Dave Marrell, AJ Jahadakbar, Laura Taggart, Marta Seda, and Parisa Bayati. <br /> <br />Chair Fischer closed the public comment. <br /> <br />Motion: It was m/s by Schempp/Renton to not recommend the Alternative Affordable Housing <br />Agreement for Alternative 1 to City Council. Motion passed by the following vote: <br /> <br />Ayes: Commissioners Chillinsky, Renton, Schempp, and Chair Fischer. <br />Noes: None. <br />Absent: None. <br /> <br />Motion: It was m/s by Renton/Schempp to approve the Alternative Housing Agreement for Alternative 2 <br />with the stipulation that staff continue to work with the applicant to refine Alternative 2 to ensure it <br />meets the original intention of the IZO with a combination of options available to increase the <br />affordability of all units, not necessarily the same, and allow for the requisite findings of compliance to <br />be made by City Council. Motion passed by the following vote: <br /> <br />Ayes: Commissioners Chillinsky, Renton and Schempp. <br />Noes: Chair Fischer. <br />Absent: None. <br /> <br />6.
