Attachment 5 <br />RESOLUTION NO. _____ <br /> <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PLEASANTON TO APPROVE <br />THE ALLOCATION OF FEDERAL AND CITY FUNDS FOR THE HOUSING AND HUMAN <br />SERVICES GRANT (HHSG) AND COMMUNITY GRANT (CG) PROGRAMS FOR FISCAL <br />YEAR 2024/25 <br /> <br />WHEREAS, the City has established a Housing and Human Services Grant (HHSG) <br />program that is funded through multiple federal and local sources and is intended to primarily <br />benefit Pleasanton’s low-income population by providing funding for important housing and <br />human services projects; and <br />WHEREAS, the City has also established a Community Grant (CG) program that is funded <br />through local sources and is intended to address youth services and promote local arts and <br />culture; and <br />WHEREAS, the City as an entitlement community receives Community Development <br />Block Grant (CDBG) funding on an annual basis from the U.S. Department of Housing and Urban <br />Development (HUD). As part of the requirements to receive this funding, the City must prepare <br />and submit an Annual Action Plan (Action Plan) to HUD; and <br />WHEREAS, the City receives an annual allocation of federal HOME Investment <br />Partnerships Program (HOME) funding from Alameda County as part of the City’s membership in <br />the Alameda County HOME Consortium; and <br />WHEREAS, due to the uncertainty and delays at the federal budget level, HUD has not <br />provided the City with its final CDBG and HOME allocations for FY2024/25; and therefore, the <br />City is projecting funding amounts for CDBG and HOME based on conservative estimates based <br />last year’s funding allocations and provides for pro-rata adjustments based on amounts actually <br />received as permitted by the HUD-approved Citizen Participation Plan; and <br />WHEREAS, the City Council finds that the use of local City funds (e.g., Affordable Housing <br />Fee Funds for housing services and General Funds for human services) to supplement federal <br />CDBG and HOME funds is an appropriate use under the guidelines specified for the HHSG <br />program; and <br />WHEREAS, at its meeting of May 7, 2024, the City Council reviewed the agenda report <br />which included the recommendations of the Housing Commission, Human Services Commission, <br />Civic Arts Commission, and Youth Commission, regarding the proposed HHSG and CG program <br />funding allocations for Fiscal Year 2024/25. <br /> <br />NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF PLEASANTON DOES <br />RESOLVE, DECLARE, DETERMINE AND ORDER THE FOLLOWING: <br /> <br />SECTION 1. Finds that the award of grants has no possibility to have a significant effect <br />on the environment per Title 14 California Code of Regulations §15061(b)(3). <br /> <br />SECTION 2.
