Page 3 of 5 <br />Seven base bids ranging from $1,265,000 to $1,776,966 were received on July 17, 2024. The <br />low base bid amount, submitted by Integra Construction Services Inc., in the amount of <br />$1,265,000, is approximately 19 percent lower than the Engineer’s Estimate of $1,560,000. <br />Staff reviewed the bids and found the low bid responsive and responsible, and recommends <br />awarding the construction contract to Integra Construction Services Inc., in the amount of <br />$1,265,000. <br /> <br />Integra Construction's bid alternate prices were in excess of $120,000 higher than the bid <br />average so staff does not recommend approval of any bid alternates. However, staff intends to <br />work with the contractor to value engineer the bid alternates and will present to the City <br />Council a change order request if the City and contractor are able to come to an agreement on <br />bid alternate pricing. <br /> <br />Construction Support Services <br />Callander Associates Landscape Architecture will provide construction support services for the <br />project, attending necessary construction meetings, reviewing and responding to Requests for <br />Information (RFIs), shop drawings, and submittals, providing as-built drawings, and providing <br />other support as needed by the City. Staff recommends awarding a contract amendment to <br />Callander for the not-to-exceed amount of $31,800. <br /> <br />Special Inspection and Testing <br />Under an existing on-call agreement with the City, GeoCon Consultants, Inc. will be providing <br />the special inspection and testing services required for the construction of the bandstand. Staff <br />recommends awarding a professional services agreement to GeoCon Consultants, Inc., for the <br />not-to-exceed amount of $18,250, for the necessary special inspection and testing services. <br /> <br />Maintenance and Programming <br />The proposed improvements at Lions Wayside Park will replace existing landscape <br />improvements, so the maintenance costs will not change significantly. Staff will need to spend <br />the first few months getting familiar with the maintenance requirements of the new amenities <br />and some of the older park infrastructure, such as the irrigation system, will be replaced and <br />should reduce the quantity and cost of repairs. The project will add a new bandstand structure <br />that must be maintained every 5–10 years and will need to be replaced in the next 50 years. <br />Additionally, there will be 9,700 square feet of new paved surfaces that will need to be <br />maintained in the next 10–15 years and replaced in the next 75 years. <br /> <br />Schedule <br />The proposed schedule for the project: <br />Award of Contract September 3, 2024 <br />Start of Construction September 2024 <br />End of Construction May 2025 <br />Maintenance Period (new lawn area closed) May through July 2025 <br /> <br />The new lawn area in Lions Wayside Park will need to remain closed from May through July <br />2025 in order to establish the necessary root system for long-term success of the lawn and, as <br />noted, will impact the summer Concert in the Park series.
