Page 7 <br />EXHIBIT A <br /> <br />CITY OF PLEASANTON <br />HOUSING & HUMAN SERVICES GRANT (HHSG) PROGRAM <br />BETWEEN <br /> <br />CITY OF PLEASANTON <br />AND <br />Eden Council for Hope and Opportunity (ECHO Housing) <br /> <br />JULY 1, 2024 THROUGH JUNE 30, 2025 <br /> <br />Project No. 2024594 <br />Housing Counseling Services <br /> <br />The project to be undertaken by Eden Council for Hope and Opportunity (ECHO Housing) shall involve: <br /> <br />ECHO Housing will provide services to 295 households (829 persons) and conduct a 15-site systemic audit (15 <br />persons), as follows: <br /> <br />FAIR HOUSING COUNSELING & INVESTIGATION: 20 households with education regarding fair housing law <br /> <br />FAIR HOUSING AUDITS: Conduct 15 systemic audits to determine if discrimination exists, and provide education <br />to non-compliant landlords. <br /> <br />TENANT/LANDLORD COUNSELING & DISPUTE RESOLUTION: 185 households with education, counseling, or <br />mediation/conciliation, referral to attorney/legal services or Small Claims Court, referral to other agencies on <br />evictions, deposits, repairs, lease agreements, and other rights and responsibilities to prevent displacements, <br />retaliation, and violation of state statutes; and assert and protect those rights, and foster communication to resolve <br />problems. <br /> <br />RENTAL ASSISTANCE PROGRAM: 10 households with Rental Assistance grants or guarantees to assist in paying <br />security deposits or delinquent rent. <br /> <br />HOMESEEKING PROGRAM: 75 households households with training on homeseeking strategies and options to <br />look for and find rental property. <br /> <br />The project shall conform substantially to the scope of work described above. [However, the targets and service <br />goals noted in the application may be adjusted proportionately to reflect a reduction in funding between the amount <br />requested and the amount approved.] Any request to modify the scope of the project shall be submitted to the City <br />of Pleasanton’s HHSG administrator in the form of a letter. Requests shall be processed as follows: <br /> <br />a) If the proposed change is in substantial conformance with the original project scope as determined by the <br />City’s HHSG program administrator, the change may be approved by City staff. <br />b) If the proposed change is in partial conformance with the original project scope as determined by the City’s <br />HHSG program administrator, the change will be submitted for review and approval by the City’s Human <br />Services Commission and/or Housing Commission. <br />c) If the proposed change is not in conformance with the original project scope as determined by the City’s <br />HHSG program administrator, the change will be submitted for review and approval by the City’s Human <br />Services Commission and/or Housing Commission and then submitted for approval by HUD in the form of a <br />change to the Annual Action Plan. <br />Docusign Envelope ID: E3FAFDE7-3224-4891-ACA7-7EF19E5DB624
