EXHIBIT A

Scope of Consultant’s Services

Task. Annual Inspection and Report of Findings

The annual inspection is typically conducted in June. The inspection is unannounced, and
coordinated with representatives of the City Manager’s office, Community Development
Department, Operations Services Department – Environmental Service Division, and Livermore-
Pleasanton Fire Department. Members of the SCS team, including Michelle Leonard and other
staff as appropriate, will attend the site inspection. The purpose of the inspection is to determine
compliance with the permits and conditions of operations at the facility. Issues to be evaluated
include the franchise agreement, solid waste facility permit, Conditional Use Permit and
Temporary Use Permit, stormwater discharge permit, air quality permits, and fire and Unified
program. During the inspection, photographs will be taken of all areas, and any additional
information documents stored at the facility may also be requested and reviewed.

Following completion of the inspection, SCS will prepare a report of findings. The report will
describe the inspection, observations, and any issues of non-compliance. SCS will indicate in the
report, to the extent feasible, measures to bring the facility into compliance. A timeline for
compliance will also be included.

Budget and Schedule
The proposed budget to complete the above-described task is $15,000.

Docusign Envelope ID: 593FD8B3-9810-4728-8093-A5DA5894F3D5
