STRATEGIC PLAN/POLICY ALIGNMENT <br />The recently adopted ONE Pleasanton Strategic Plan includes Goal A: Funding our <br />Future – Fiscal Sustainability, Strategy 7 to “Conduct an analysis and update <br />development impact fees to keep pace with new development.” <br />The 6th Cycle Housing Element incorporates Programs 2.1, 2.2, and 2.3 to evaluate and <br />update the City’s IZO, consider modifications to the inclusionary rate, and monitor and <br />update the in-lieu housing fee – to support policy goals of having market-rate projects <br />build affordable units, generate funding for affordable housing programs and activities, <br />and mitigate demand for affordable housing while ensuring inclusionary requirements <br />and fees do not constrain market-rate housing production. <br />IZO AMENDMENTS AND FEES: NEXT STEPS <br />Staff will prepare an amended draft IZO reflective of the City Council’s <br />recommendations for review and recommendation for adoption by the Planning <br />Commission in September. Any other related amendments would be presented at this <br />time, such as conforming amendments to the ODS, and the Housing Opportunity Sites <br />(HOZ) designation. <br />City Council recommendations for the inclusionary rates will be incorporated into the <br />Draft Fee Study for the Affordable Housing Fee; that study will be brought back as part <br />of a package to City Council in October, along with the Nexus Studies and <br />recommendations for the Capital Facilities Fee and Traffic Impact Fee.
