STRATEGIC PLAN/POLICY ALIGNMENT
The recently adopted ONE Pleasanton Strategic Plan includes Goal A: Funding our
Future – Fiscal Sustainability, Strategy 7 to “Conduct an analysis and update
development impact fees to keep pace with new development.”
The 6th Cycle Housing Element incorporates Programs 2.1, 2.2, and 2.3 to evaluate and
update the City’s IZO, consider modifications to the inclusionary rate, and monitor and
update the in-lieu housing fee – to support policy goals of having market-rate projects
build affordable units, generate funding for affordable housing programs and activities,
and mitigate demand for affordable housing while ensuring inclusionary requirements
and fees do not constrain market-rate housing production.
IZO AMENDMENTS AND FEES: NEXT STEPS
Staff will prepare an amended draft IZO reflective of the City Council’s
recommendations for review and recommendation for adoption by the Planning
Commission in September. Any other related amendments would be presented at this
time, such as conforming amendments to the ODS, and the Housing Opportunity Sites
(HOZ) designation.
City Council recommendations for the inclusionary rates will be incorporated into the
Draft Fee Study for the Affordable Housing Fee; that study will be brought back as part
of a package to City Council in October, along with the Nexus Studies and
recommendations for the Capital Facilities Fee and Traffic Impact Fee. Public hearings
for adoption of the new fees, and the amended IZO (and related code amendments),
are anticipated in November 2024.
Prepared and Submitted by: Approved by:
Ellen Clark
Director of Community Development
Gerry Beaudin
City Manager
Attachments:
1.PMC Chapter 17.44: Inclusionary Zoning Ordinance
2.Objective Design Standards for Housing Element Sites, Excerpted Pages
Page 18 of 40
