Recommended Findings for California Environmental Quality Act (CEQA) <br />With respect to CEQA, the Planning Commission finds it has independently reviewed <br />and analyzed the 15183 Consistency Checklist prepared for the Project pursuant to the <br />City of Pleasanton 2023-2031 (6th Cycle) Housing Element Update Environmental Impact <br />Report (SCH# 2022040091) (Housing Element Update Final EIR or FEIR) and has <br />considered the information contained therein, prior to recommending approval of the <br />Project. The Planning Commission further finds the CEQA Guidelines Section 15183 <br />Consistency Checklist prepared for the Project pursuant to the City of Pleasanton Housing <br />Element Update Environmental Impact Report (FEIR) satisfies the requirements of CEQA and <br />represents the independent judgment and analysis of the City of Pleasanton as lead <br />agency for the Project. <br />Accordingly, the Planning Commission recommends the City Council make the following findings <br />for adoption of the 15183 Consistency Checklist prepared for the Project pursuant to the City of <br />Pleasanton Housing Element Update Environmental Impact Report (FEIR): <br />1. There are no new significant effects peculiar to the proposed project or its site; <br />2. There are no new significant effects that were not previously evaluated in the <br />Pleasanton General Plan 2005-2025 FEIR and Housing Element Update FEIR; <br />3. There are no new significant off-site or cumulative impacts that were not <br />analyzed in the Pleasanton General Plan 2005-2025 FEIR and Housing Element <br />Update FEIR, and <br />4 There are no adverse impacts that are more severe than those previously <br />identified in the Pleasanton General Plan 2005-2025 FEIR and Housing Element <br />Update FEIR. <br />This evaluation concludes the proposed project qualifies for an exemption from additional <br />environmental review under Section 15183 because it is consistent with the development <br />density and land use characteristics established by the City, as analyzed by the Pleasanton <br />General Plan 2005-2025 FEIR and Housing Element Update FEIR. <br />Section 2: Recommended Findings for Annexation (P22-1089) <br />With respect to annexation, the project site is designated as Site 22 in the City's Housing <br />Element. The project site is located just outside of the City limits but within Pleasanton's <br />Sphere of Influence (SOI) and Urban Growth Boundary (UGB). Prior to development of the <br />proposed project, the project site would need to be annexed into the City of Pleasanton, and a <br />segment of Foothill Road in Alameda County abutting the project site, consistent with City and <br />LAFCO policies as well as Program 1.10 of the Housing Element. Accordingly, the Planning <br />Commission finds and recommends the City Council approve annexation of the project site <br />and adjacent right of way because it would represent a logical and orderly extension of urban <br />growth and the City's boundaries, which would ensure the project site would be developed in a <br />comprehensive and thoughtful manner consistent with other nearby lands. Moreover, as the <br />City processes development applications consistent with the Housing Element Update for the <br />project site, these applications are reviewed by the City for compliance with the goals, policies, <br />P22-1089, PUD -147, Tract 8522 <br />PC -2024-14, June 26, 2024 <br />
