Step 1 <br />Initiation & Infrastructure <br />The necessary leadership structure to carry out <br />the project will be created in this step. Civitas, <br />the City, and property owners will actively <br />participate in the project process. Civitas will <br />help the City establish the steering committee <br />that will be responsible for determining district <br />parameters and building consensus and support <br />at eventual City Council meetings to form the <br />District. <br />Civitas |City of Pleasanton <br />Boundary Map <br />Civitas will use GIS software to create a <br />map of the District boundaries, any <br />benefit zones, and assessment scenarios. <br />Property Owner Outreach <br />SCOPE OF SERVICES & SCHEDULE <br />Civitas will conduct virtual meetings and/or a <br />property owner survey during this step for outreach. <br />The meetings/survey will aim to attract stakeholders <br />representing the many segments of properties within <br />the District. The meetings/survey will identify <br />priorities for specific services, and the willingness of <br />owners to pay for those services. <br />Based on input from stakeholders, Civitas will <br />prepare a Draft Service Plan. The Service Plan <br />will include boundaries, assessment rate, <br />budget, and services. Civitas will also work <br />with the City to clarify the base level of <br />services the City will continue providing in the <br />District. <br />Database Development <br />The foundation of the District formation <br />process is a thorough and accurate database. <br />Civitas will use GIS software and data to create <br />and manipulate a complete database of <br />District properties. The database will include <br />variables like property owner name, and <br />mailing address. <br />Step 2 Step 3 <br />Step 5Step 4 <br />District Service Plan & Assessment <br />Scenarios Based on input from the property owners and <br />stakeholders, Civitas will prepare a feasibility <br />study with the pros and cons of forming a <br />PBID for Pleasanton. The report will include <br />the Service Plan, and if it is recommended to <br />proceed with the PBID formation. The Service <br />Plan will eventually become the basis of the <br />Management District Plan.
