provide Worker Environmental Awareness Program (WEAP) training for all construction <br />personnel who will be engaging in ground disturbing activities. The training shall include a <br />brief review of the cultural sensitivity of the proposed project and the surrounding area; <br />what resources could potentially be identified during earthmoving activities, along with <br />visual aids/appropriate examples of those resources; applicable federal, State, and local <br />statutes governing the protection of archaeological resources; and the protocols that apply <br />in the event unanticipated cultural resources are identified, including who to contact and <br />appropriate avoidance measures until the find(s) can be properly assessed. A sign-in sheet <br />shall be circulated and returned to the lead agency as confirmation the training has taken <br />place. <br />In addition, a qualified Archaeologist shall be present to monitor during the clearing and <br />grubbing phases of ground disturbance to check for inadvertent exposure of cultural <br />materials. In the event exposed soils indicate that cultural materials may be present, this <br />may be followed by regular or periodic archaeological monitoring as determined by the <br />Archaeologist. Project Specific Condition <br /> <br />35. FEES: As detailed in Unless otherwise specified by the project Development Agreement, <br />the applicant shall pay any and all fees to which the property may be subject, prior to <br />issuance of grading and/or building permits, or prior to recordation of the final map, <br />whichever is applicable. The type and amount of the fees shall be those in effect at the time <br />the permit is issued. Project Specific Condition <br /> <br />41. MITIGATION MEASURES/IMPLEMENTATION MEASURES: As indicated in the project’s <br />Section 15183 Checklist, several mitigation measures identified in the Housing Element <br />Update FEIR are applicable to the proposed project: <br />• MM AIR-1a <br />• MM AIR-1b <br />• MM BIO-1 <br />• MM GEO-6 <br />• MM HAZ-2 <br />• MM NOI-1 <br />• MM TRANS 2 <br /> <br />The following measures from the Housing Element Update FEIR shall be implemented: <br /> <br />• MM AIR-1a: Prior to the issuance of a grading or building permit, whichever is <br />sooner, the project applicant for a potential site for rezoning shall submit an air <br />quality construction plan detailing the proposed air quality construction measures <br />related to the project such as construction phasing, construction equipment, and <br />dust control measures, and such plan shall be approved by the Director of <br />Community Development. Air quality construction measures shall include Basic <br />Construction Mitigation Measures, as approved by the Bay Area Air Quality <br />Management District (BAAQMD) in 2017, and, where construction-related emissions <br />would exceed the applicable thresholds, Additional Construction Mitigation <br />Measures, as recommended by the BAAQMD, shall be implemented to reduce <br />emissions to acceptable levels. The air quality construction plan shall be included on <br />all grading, utility, building, landscaping, and improvement plans during all phases of <br />construction and for access roads, parking areas, and staging areas at construction <br />sites. <br />
