Page 1 of 4 <br />Item #5 <br /> CITY COUNCIL AGENDA REPORT <br /> <br />May 7, 2024 <br />City Manager <br /> <br />TITLE: REVIEW AND CONSIDER THE CITY'S LEGISLATIVE FRAMEWORK WITH THE <br />2024 FOCUS AREAS, ESTABLISH THE CITY'S LEGISLATIVE POSITIONS ON <br />SELECTED BILLS, AND REQUEST CITY STAFF MONITOR REMAINING <br />LEGISLATION THROUGHOUT THE 2024 LEGISLATIVE SESSION <br /> <br />SUMMARY <br />The Legislative Framework (Attachment 1) guides the City's response to pending state and <br />federal legislation. The framework includes guiding principles, goals, and strategies that guide <br />advocacy efforts on behalf of the City's interests. This framework establishes annual focus <br />areas to guide the City's legislative positions. <br /> <br />The City Council Legislative Subcommittee (Vice Mayor Testa and Councilmember Arkin) met <br />on March 14, 2024, to review and discuss the City's Legislative Framework with the 2024 <br />Focus Areas, and discuss and recommend positions on the selected 2024 bills. <br /> <br />RECOMMENDATION <br />Review and consider the City's legislative framework with the 2024 focus areas, establish the <br />City's legislative positions on selected bills, and request City staff monitor remaining legislation <br />throughout the 2024 legislative session. <br /> <br />BACKGROUND <br />In 2016, the City Council adopted for the first time a Legislative Platform that outlined guiding <br />principles, goals, and strategies, with a recommendation for federal, state, and local priorities <br />and a recommendation for positions on pending legislation. In 2018, to better position the <br />City's advocacy efforts, the 2016 Legislative Platform was updated into a Legislative <br />Framework with recommended annual Legislative Focus Areas. Each year since then, the City <br />Council Legislative Subcommittee reviews and discusses state and federal legislation and <br />determines policy positions for recommendation to the City Council. <br /> <br />DISCUSSION <br />On March 14, 2024, the City Council Legislative Subcommittee met and reviewed the City's <br />Legislative Framework and 2024 Focus Areas, which together will serve as a policy document <br />to guide the City's advocacy efforts and assist staff in evaluating legislation and policy issues. <br />The Legislative Framework includes guiding principles that represent the City's overall <br />legislative interests. <br /> <br />The 2024 Legislative Focus Areas were developed by considering the current political <br />landscape at the federal and state level in addition to current regional and local issues; this <br />does not preclude the City from responding to any legislation outside of these Focus Areas. <br />Staff will prepare position letters for the Mayor's signature as needed throughout the legislative <br />session to respond to any bills of concern if in alignment with the City's adopted Legislative <br />Page 54 of 448
