P22-1089, PUD-147 and Tract 8522, Merritt Planning Commission <br />9 of 33 <br />Marilyn Murphy Kane Trail Extension <br />As mentioned above, Parcel F, which is located at the far eastern edge of the proposed project <br />site, is designated for bio-retention and the extension of the Marilyn Murphy Kane trail (and <br />associated amenities/open space) accordance with the City’s Trails Master Plan. As shown in <br />Figure 8, the trail extension would connect from the northern terminus of the existing trail <br />segment at the southeast corner of the proposed project site (within the Foothill Knolls <br />neighborhood), run north for the full length of eastern project frontage and then turn west and <br />connect at Eastwood Way (within the Muirwood neighborhood). This trail connection would be <br />open to the public and separated from the proposed project by a four-foot-tall wire and wood <br />fence. This fence would have gates allowing the proposed project’s residents to also access <br />the trail but preventing the general public from entering the proposed project. <br /> <br />Access and Circulation <br />Foothill Road is a north/south arterial that forms the western boundary of the proposed project <br />site. The project proposes to add bicycle lanes along the property frontage of Foothill Road <br />consistent with the City’s Bicycle Master Plan and additional improvements that include: 1) <br />widening Foothill Road to provide continuous bike lanes, including installing 6-foot bike lanes <br />with 2-foot striped buffer lanes where feasible; 2) building new retaining walls; 3) constructing <br />drainage improvements that will benefit the proposed project site and the adjoining <br />neighborhood to the south; and 4) dedicating the necessary right-of way for such <br />improvements. In addition to the proposed project impact improvements described above, the <br />proposed project would also provide improvements along other segments of the Foothill Road <br />corridor from north of Muirwood Drive to north of Foothill Knolls Drive. These improvements <br />include the construction of a sidewalk on the east side of Foothill Road and bicycle lanes in <br />both directions. <br /> <br />The gated entrance to the proposed project would be from Foothill Road, at a location south of <br />the existing Merritt home (Lot 89) located at the northwest corner of the proposed project site. <br />This entry would be a public street (Street A-western portion as shown in Exhibit B) from <br />Foothill Road to the split lane entry at the proposed project gate. Landscaping and entry <br />monuments on either side of the entrance would be provided to enhance the entry. <br /> <br />From the 40-foot-wide entry road, a private cul-de-sac is proposed to the right, which would <br />provide access to three of the new homes (Lots 1-3). On the left, a private driveway is provided <br />to the existing Merritt residence (Lot 89). Moving down the entry road toward the entry gate, a <br />guest entry kiosk and a turn-around is provided (the turnaround is designed to accommodate <br />all vehicle types, including delivery trucks and fire trucks. On the north side of the turnaround <br />would be another private driveway (Court B), intended to serve as access for the four lots (Lots <br />85-88) which would not be immediately developed and would remain under the ownership of <br />the Merritt family. <br /> <br />Inside the gates, all interior streets would be private and include five-foot-wide sidewalks on <br />both sides of all streets. All interior streets, except Street B and Street E (which would be <br />single loaded with parallel parking due to their adjacency to the proposed trail extension and/or <br />dog park and bioretention areas) have parallel parking on both sides of the street. The interior <br />courts vary in their configuration depending on their locations. <br /> <br />Please see Plan Sheet C4 of Exhibit B which shows all of the proposed cross-sections for all of <br />the streets and courts proposed with the project.
