The proposed project consists of 93 base <br />units and 18 BMR units, totaling an allowable number of 111 residential units, and resulting in <br />an acceptable base density of 2.02 dwelling units per acre (2.41 dwelling units per acre with <br />the State mandated senior housing density bonus). Therefore, the proposed project conforms <br />to the General Plan density requirements. <br /> <br />In addition, the proposed project supports/promotes the following General Plan Goals, <br />Programs, and Policies: <br /> <br />Land Use <br />• Policy 8: Preserve and enhance the character of existing residential neighborhoods. <br /> <br />• Policy 8.1: Enforce the provisions of the City's Zoning Ordinance and related planning <br />ordinances to maintain the character of existing residential neighborhoods. <br /> <br />• Program 8.2: Use the City's development review procedures to minimize intrusions into <br />existing neighborhoods. <br /> <br />• Policy 10: Provide flexibility in residential development standards and housing type <br />consistent with the desired community character. <br /> <br />• Program 10.1: Use planned unit development (PUD) zoning for residential properties <br />that have unique characteristics or to accommodate development that does not fit under <br />standard zoning classifications. <br /> <br />• Policy 11: Residential density is determined by the General Plan density range or <br />applicable specific plan. <br /> <br />• Policy 12: Allow housing on the 6th Cycle Housing Element Sites, subject to site specific <br />polices as follows: <br /> <br />o Area 22- (Merritt)- A Planned Unit Development is required in conjunction with <br />the necessary annexation of this site. While the site shall not be subject to the <br />strict application of the Objective Design Standards, the standards may be used <br />as a benchmark and where applicable, the PUD process may allow for flexibility <br />(e.g., clustering of housing sites). <br /> <br />Housing Element <br />• Policy 1.1: The City will identify and re-zone sites as needed to allow for residential <br />development, at appropriate densities, to meet the assigned Regional Housing Needs <br />Allocation (RHNA) of 5,965 units for the 2023-2031 (6th Cycle) Housing Element Cycle. <br /> <br />• Policy 1.4: Support the development of sites designated for residential uses, particularly <br />sites zoned for higher density and lower- and moderate-income housing. Actively <br />pursue partnerships and other opportunities for the development of projects with a high <br />proportion of affordable housing units on these sites. <br />
