City of Pleasanton—Merritt Property Project <br />15183 Consistency Checklist Introduction <br /> <br /> <br /> 1 <br />SECTION 1: INTRODUCTION <br />This Consistency Checklist and attached supporting documents have been <br />prepared to determine whether and to what extent the City of Pleasanton <br />2023-2031 (6th Cycle) Housing Element Update Program Environmental <br />Impact Report (State Clearinghouse [SCH] No. 2022040091) addresses the <br />potential impacts of the proposed Merritt Property Project (proposed project) <br />and whether the proposed project qualifies for an exemption from additional <br />environmental review due to its consistency with the development density <br />and land use characteristics established by the City of Pleasanton (City) as <br />required under the California Environmental Quality Act (CEQA) (Public <br />Resources Code [PRC] § 21000, et seq.). <br />The proposed project is located on a site considered in the certified Housing <br />Element Update Final Environmental Impact Report (Housing Element Update <br />FEIR). The proposed project would result in the demolition of one of the two <br />existing residences at the project site and construction of 110 new residential <br />units restricted to residents aged 55 or older. The 110 units would include 92 <br />single-family market rate homes (88 built and four lots reserved for future <br />semi-custom or custom homes in accordance with the proposed project’s <br />development standards) and 18 single-family duets and detached homes <br />that would be deed-restricted to moderate income households. The second <br />residence would remain, along with two non-habitable outbuildings (a barn <br />and a workshop). The proposed project would also include recreational <br />amenities, including a recreation center and mini park with exercise <br />equipment. <br />1.1 - CEQA Assessment <br />Pursuant to CEQA Guidelines (PRC § 21000, et seq.), an Environmental <br />Impact Report (EIR) and a Mitigation Monitoring and Reporting Program <br />(MMRP) was prepared and certified by the City on January 26, 2023 (City of <br />Pleasanton 6th Cycle Housing Element Update Program Final Environmental <br />Impact Report, SCH No. 2022040091). This document will be referred to as the <br />Housing Element Update FEIR throughout this Consistency Checklist. <br />The Housing Element Update FEIR considered 25 sites for rezoning, and 20 of <br />those sites were included in the Housing Element Update adopted by the <br />City of January 26, 2023. Because the Housing Element Update FEIR analyzed <br />all 25 sites, some of those sites are referred to in the discussion below even <br />though they are not included in the Housing Element.
