City of Pleasanton—Merritt Property Project
15183 Consistency Checklist Introduction

1
SECTION 1: INTRODUCTION
This Consistency Checklist and attached supporting documents have been
prepared to determine whether and to what extent the City of Pleasanton
2023-2031 (6th Cycle) Housing Element Update Program Environmental
Impact Report (State Clearinghouse [SCH] No. 2022040091) addresses the
potential impacts of the proposed Merritt Property Project (proposed project)
and whether the proposed project qualifies for an exemption from additional
environmental review due to its consistency with the development density
and land use characteristics established by the City of Pleasanton (City) as
required under the California Environmental Quality Act (CEQA) (Public
Resources Code [PRC] § 21000, et seq.).
The proposed project is located on a site considered in the certified Housing
Element Update Final Environmental Impact Report (Housing Element Update
FEIR). The proposed project would result in the demolition of one of the two
existing residences at the project site and construction of 110 new residential
units restricted to residents aged 55 or older. The 110 units would include 92
single-family market rate homes (88 built and four lots reserved for future
semi-custom or custom homes in accordance with the proposed project’s
development standards) and 18 single-family duets and detached homes
that would be deed-restricted to moderate income households. The second
residence would remain, along with two non-habitable outbuildings (a barn
and a workshop). The proposed project would also include recreational
amenities, including a recreation center and mini park with exercise
equipment.
1.1 - CEQA Assessment
Pursuant to CEQA Guidelines (PRC § 21000, et seq.), an Environmental
Impact Report (EIR) and a Mitigation Monitoring and Reporting Program
(MMRP) was prepared and certified by the City on January 26, 2023 (City of
Pleasanton 6th Cycle Housing Element Update Program Final Environmental
Impact Report, SCH No. 2022040091). This document will be referred to as the
Housing Element Update FEIR throughout this Consistency Checklist.
The Housing Element Update FEIR considered 25 sites for rezoning, and 20 of
those sites were included in the Housing Element Update adopted by the
City of January 26, 2023. Because the Housing Element Update FEIR analyzed
all 25 sites, some of those sites are referred to in the discussion below even
though they are not included in the Housing Element. The proposed project
