Attachment 1 <br />RESOLUTION NO. <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PLEASANTON <br />AUTHORIZING THE CITY MANAGER TO PURCHASE BRIGHT CHOICE AS THE <br />DEFAULT ELECTRICITY PRODUCT FOR PLEASANTON’S MUNICIPAL ACCOUNTS <br />WHEREAS, on January 19, 2021, the City Council authorized the City Manager to <br />purchase Renewable 100 as the default electricity product for Pleasanton’s municipal accounts; <br />and <br />WHEREAS, Renewable 100, provided by Ava Community Energy (formerly East Bay <br />Community Energy), offers 100% renewable energy with zero greenhouse gas (GHG) emissions, <br />significantly contributing to the city’s sustainability goals; and <br />WHEREAS, the City of Pleasanton is currently facing financial challenges and exploring <br />cost-saving measures to address its forecasted structural budget deficit; and <br />WHEREAS, on May 21, 2024, the city held a workshop outlining a contingency menu of <br />potential service reductions; and <br />WHEREAS, staff has identified the potential to reduce electricity costs by switching from <br />Renewable 100 to Bright Choice, which provides 49.4% eligible renewable energy; and <br />WHEREAS, switching to Bright Choice is projected to save the city approximately $80,000 <br />annually, based on 2023 usage levels, resulting in total savings of approximately $320,000 over <br />the four-year period from July 1, 2024, to July 1, 2028; and <br />WHEREAS, this adjustment will support the city’s financial management while maintaining <br />a commitment to sustainability, and will not affect Residential, Commercial, and Industrial <br />Accounts, which will still have the option to switch from Renewable 100 to Bright Choice if they <br />wish; and <br />WHEREAS, analysis has confirmed that this adjustment will allow the city to continue <br />meeting its Climate Action Plan (CAP) 2.0 2030 goal, assuming all other actions from CAP 2.0 <br />meet their quantified emissions reduction targets; <br />NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF PLEASANTON DOES <br />RESOLVE, DECLARE, DETERMINE AND ORDER THE FOLLOWING: <br />SECTION 1. Hereby authorizes the City Manager to purchase Bright Choice as the <br />default electricity product for Pleasanton’s municipal accounts from July 1, 2024, to July 1, 2028, <br />at which point the city will reenroll in Renewable 100. <br />PASSED, APPROVED AND ADOPTED by the City Council of the City of Pleasanton at <br />a regular meeting held on June 18, 2024 <br />I, Jocelyn Kwong, City Clerk of the City of Pleasanton, California, certify that the foregoing <br />resolution was adopted by the City Council at a regular meeting held on the 18 day of June, 2024, <br />by the following vote: <br />Page 8 of 248
