(Rincon), a science-based climate and environmental consulting firm, was <br />engaged by the City of Pleasanton (the City) to estimate the impact on the community’s greenhouse <br />gas (GHG) reduction targets should the City opt to switch municipal operations from 100 percent <br />renewable to lower renewable energy packages that have a higher GHG emission factor. The <br />community GHG emissions reduction targets are established in the City of Pleasanton’s Climate Action <br />Plan (CAP) 2.0 which was completed with the assistance of Cascadia Consulting Group and Rincon <br />Consultants in 2023. Under the CAP 2.0, the City established a lead-by-example measure to enroll <br />municipal buildings and facilities in 100 percent renewable energy with East Bay Community Ene rgy <br />(now Ava), the regional Community Choice Aggregation (CCA) electricity provider. Ava’s 100 percent <br />renewable energy package has a zero emissions factor. Therefore, any City buildings and facilities <br />enrolled in this energy package also produce zero GHG emissions. Due to cost considerations, the City <br />is seeking to understand the impact of transitioning municipal buildings from Ava’s Renewable 100 to <br />the Bright Choice energy package. <br />The purpose of this memorandum is to estimate GHG reduction impacts resulting from the following <br />scenarios specified by the City: <br />• Scenario 1: Business as Usual scenario in which the City maintains enrollment in Renewable 100 <br />• Scenario 2: Reduction to Bright Choice beginning July 1, 2024 and re-enrollment in Renewable <br />100 beginning July 1, 2028 <br />• Scenario 3: Reduction to Bright Choice beginning July 1, 2024 through the end of the CAP (2045) <br />The memorandum provides a brief overview of the method and data sources used to estimate GHG <br />emissions changes and the associated impacts to the established GHG reduction targets for the <br />scenarios specified. <br />Attachment 2 <br />Page 10 of 248
