Page 1 of 2 <br />Item #2 <br /> CITY COUNCIL AGENDA REPORT <br /> <br />May 21, 2024 <br />City Manager <br /> <br />TITLE: APPROVE FIRST AMENDMENT TO THE PROFESSIONAL SERVICES <br />AGREEMENT WITH HF&H CONSULTANTS, LLC FOR SOLID WASTE SYSTEM <br />TECHNICAL ASSISTANCE SERVICES TO INCREASE THE AMOUNT OF THE <br />AGREEMENT BY $100,000 FOR A TOTAL AMOUNT NOT TO EXCEED $200,000 <br /> <br />SUMMARY <br />In 2022, the City Council awarded a professional services agreement to HF&H Consultants, <br />LLC to provide technical assistance in managing a variety of solid waste related projects. <br />Under the current agreement, staff and the consultant have worked on planning and <br />implementation of SB 1383, as well as other ongoing projects related to management of the <br />franchise agreement between the City and Pleasanton Garbage Service. Additional funds are <br />needed to provide for ongoing consulting services to continue necessary work on solid waste <br />and recycling related projects. <br /> <br />RECOMMENDATION <br />Approve first amendment to the professional services agreement with HF&H consultants, LLC <br />for solid waste system technical assistance services to increase the amount of the agreement <br />by $100,000 for a total amount not to exceed $200,000. <br /> <br />BACKGROUND <br />The Professional Services Agreement with HF&H Consultants, LLC (HF&H) was entered into <br />on June 1, 2022, for solid waste system technical assistance not to exceed $100,000 over a <br />period of five years. During the first two fiscal years of the contract, HF&H has provided <br />consultation on, among other things, analysis and adjustment of garbage rates under the <br />franchise agreement, and new requirements of State Law SB 1383 which seeks to reduce <br />emission of short-lived climate pollutants. Staff is proposing a First Amendment to the <br />Agreement that will increase the contract by $100,000 for a total amount not to exceed amount <br />of $200,000 to continue to provide technical assistance for the solid waste, recyclables, and <br />organic materials program. <br /> <br />DISCUSSION <br />HF&H assists City staff with a variety of ongoing tasks to manage the franchise agreement <br />with Pleasanton Garbage Service as well as other related waste and recycling projects. Over <br />the past year, staff has worked with HF&H on the implementation of SB 1383 and the garbage <br />franchise agreement rate period seven cost basis rate adjustments. The consultation has <br />required significant time and resources and will continue through the next several years. <br />Additional funds are needed for the remaining contract term, including fiscal years 2025-2026 <br />and 2026-2027, to provide ongoing technical assistance with monitoring, analyzing, <br />benchmarking and negotiations for the solid waste and recycling program. <br /> <br />The First Amendment seeks to increase the Agreement amount by $100,000 to a not to <br />DocuSign Envelope ID: CFCA990F-28C9-4740-ACD9-97CF91BD0529
