Page 1 of 2 <br />Item #2 <br /> CITY COUNCIL AGENDA REPORT <br /> <br />June 4, 2024 <br />City Clerk <br /> <br />TITLE: ADOPT A RESOLUTION CALLING A GENERAL MUNICIPAL ELECTION TO BE <br />HELD TUESDAY, NOVEMBER 5, 2024; A RESOLUTION REQUESTING <br />CONSOLIDATION WITH THE STATEWIDE GENERAL ELECTION; AND A <br />RESOLUTION PERTAINING TO THE SUBMISSION OF CANDIDATE <br />STATEMENTS <br /> <br />SUMMARY <br />The purpose of the November 2024 general municipal election is to elect a Mayor for a two- <br />year term and two members of the City Council from Districts 2 and 4, each for a four-year <br />term. <br /> <br />RECOMMENDATION <br />Adopt a Resolution Calling a General Municipal Election to be held Tuesday, November 5, <br />2024; a Resolution Requesting Consolidation with the Statewide General Election; and a <br />Resolution Pertaining to the Submission of Candidate Statements. <br /> <br />BACKGROUND <br />The City holds its General Municipal Election the first Tuesday after the first Monday in <br />November in each even-numbered year for the purpose of electing municipal officers - a Mayor <br />and two Council Members. Along with adopting the required resolution calling for the <br />November 5, 2024, election, staff recommend that the City Council request consent from the <br />County of Alameda Board of Supervisors to consolidate with the Statewide General Election <br />and for the Registrar of Voters to render specific services to the City related to conducting the <br />election. State law also requires adoption of a resolution regulating candidate statements. <br /> <br />DISCUSSION <br />Consistent with past elections and state law, in the event of a tie vote, the City will conduct a <br />special runoff election. Alternatively, a tie vote may be resolved by lot as provided for in <br />Elections Code section 15651(b). <br /> <br />Additionally, candidates will pay a $25 filing fee and a deposit for the optional candidate <br />statement. The estimated cost associated with printing and translating a candidate statement <br />of 200 words is $600 based on the 2022 general municipal election, with final costs to be <br />provided by the County. <br /> <br />The nomination period for all offices opens July 15, 2024, and closes August 9, 2024, at 5 p.m. <br />unless extended pursuant to Elections Code section 10225. <br /> <br />EQUITY AND SUSTAINABILITY <br />Not applicable, as this item is a routine matter of City business. <br />Page 18 of 428
