Page 1 of 2 <br />Item #3 <br /> CITY COUNCIL AGENDA REPORT <br /> <br />May 21, 2024 <br />City Manager <br /> <br />TITLE: APPROVE FLYING OF THE COMMEMORATIVE PROGRESS PRIDE FLAG <br />PURSUANT TO THE CITY'S FLAG POLICY <br /> <br />SUMMARY <br />The City Council may request display of the commemorative Pride Flag in accordance with the <br />outdoor commemorative flag display policy established in August 2022 and authorize the <br />commemorative Pride flag to be displayed for the month of June 2024. <br /> <br />RECOMMENDATION <br />Staff recommends that a member of the City Council request display of the Progress Pride <br />Flag and authorize display of the commemorative Pride Flag for the month of June 2024. <br /> <br />BACKGROUND <br />The City’s outdoor commemorative flag display policy was established on August 16, 2022 by <br />Resolution No. 22-1322. The policy provides guidance and standards for the outdoor display of <br />flags at all City facilities and parks, including commemorative flags other than the United <br />States, California and City flags. <br /> <br />DISCUSSION <br />The City’s flagpoles are not intended to serve as a forum for free expression by the public. The <br />City shall display commemorative flags only if authorized by the City Council as an expression <br />of the City’s official sentiments. The City Council shall only consider a request to display a <br />commemorative flag if the request is made by a member of the Pleasanton City Council. <br /> <br />Under the policy, a two-step process is required to raise a commemorative flag: <br />1. A member or the City Council must request display of a commemorative flag; and <br />2. The City Council must authorize display of a commemorative flag by minute order or <br />resolution during a duly noticed meeting of the City Council. <br /> <br />Traditionally, the City has raised the Pride Flag during the month of June to commemorate <br />Pride Month. The Pride Flag has been flown at the 123 Main Street flagpole by the City for the <br />last five years throughout the month of June. As the first step of the process, in May 2023 <br />Mayor Brown made a request to the City Manager to display the Pride flag during the month of <br />June. <br /> <br />EQUITY AND SUSTAINABILITY <br />The recommended action advances the City’s equity goals in the City’s Diversity, Equity, <br />Inclusion and Belonging (DEIB) Action Plan Strategic priority 4 - Align external-facing work with <br />Pleasanton’s DEI mission, core values, and strategic plan, Initiative A.
