Bicycle, Pedestrian & Trails Committee Agenda Report June 3, 2024 Item 5 SUBJECT: PROVIDE INPUT REGARDING NORTH ARROYO MOCHO TRAIL ACCESS SUMMARY On May 7, 2019, the City Council adopted the Pleasanton Trails Master Plan. The plan identified the Zone 7 maintenance road on the north side of the Arroyo Mocho as a future trail to provide pedestrian and bicycle access for the Meadows neighborhood to the east (towards the city of Livermore) and to the west to Santa Rita Road. Staff recommends conducting public outreach regarding the proposed three trail access points prior to proceeding with the necessary improvements to provide access from Canal G3 to the east. The cost to provide trail access is projected to be $10,000 - 25,000. RECOMMENDATION Receive information regarding the Arroyo Mocho trail access presentation and provide input. BACKGROUND In 2017, the City began the Trails Master Plan (TMP) update. As part of that process, the City conducted significant city-wide public outreach. The outreach identified the maintenance road on the north side of the Arroyo Mocho as a future trail to provide a safe pedestrian and bicycle route that connects Stoneridge Drive to Santa Rita Road and the Meadows neighborhood. During the master plan process, the city placed a sign at the Arroyo Mocho trail gate near the Creekside Assisted Living Facility stating that the trail would be opened depending on the outreach results. DISCUSSION Staff is conducting the final public outreach to determine pedestrian and bicyclist access to the trail. The proposed improvements include the addition of a gate opening at the south end of Martin Avenue, the replacement of the gate on the east side of Canal G3 (near Gulfstream Street and West Las Positas Boulevard) to allow pedestrian and bicycle access, and opening the gate on the north side of the Arroyo Mocho near the Creekside Assisted Living Facility. The outreach will include a neighborhood survey (see Attachment 1) to determine whether the neighborhood supports opening the trail, a neighborhood meeting at Meadows Park to discuss the topic and encourage residents to take the survey, and a notification card to the residents of the Meadows neighborhood regarding the survey and neighborhood meeting.
