Page 5 of 8 <br />Goodness Village / Tiny Home Community <br />Goodness Village has requested $58,874 for its Tiny Home Community in Livermore that <br />currently provides supportive and permanent housing options that assist 28 chronically <br />homeless individuals, nine (9) of which are Pleasanton residents, to transition into <br />permanent housing. Staff recommends continued financial support of $58,784 for FY <br />2024/25 for this program operating in its third year. <br />Habitat for Humanity / Housing Rehabilitation Program <br />Habitat for Humanity (Habitat), the City’s Housing Rehabilitation Program administrator, <br />has requested $95,000 to provide critical home repairs paid for by grants or loans from the <br />City to income-eligible Pleasanton homeowners who are cost-burdened and economically <br />vulnerable. Currently in FY 2023/24, Habitat has completed one project, and two other <br />projects are nearing completion. Two other projects are being processed for approval while <br />four other applications are being assessed for eligibility. $55,000 will be funded with federal <br />HOME funds that will be provided to the actual construction costs for eligible homeowners <br />while $40,000 will be funded with LIHF for Habitat’s administrative costs, which include <br />outreach, coordination and verification of eligibility for homeowners interested in pursuing a <br />rehabilitation project <br />Tri-Valley REACH / Home Improvement, Maintenance, & Rehabilitation Projects <br />Tri-Valley REACH owns/leases and maintains 11 single-family homes located in Livermore <br />and Pleasanton that provide affordable housing to 34 low-income adults with <br />developmental disabilities. Of these 11 properties, the six (6) homes located in Pleasanton <br />serve sixteen (16) extremely low-income adults with developmental disabilities. Tri-Valley <br />REACH has applied for $45,000 address home repairs, improvements, and maintenance at <br />the Pleasanton homes. Staff recommends continued financial support for Tri-Valley <br />REACH in the amount $45,000 for FY 2024/25. <br />Human Services Commission Action <br />The Human Services Commission reviewed the majority of HHSG applications at its meeting <br />on March 6, 2024. The agenda report and attachments from the HSC meeting are included as <br />Attachment 2. Minutes from the meeting were not yet available; however, the HSC’s <br />recommendation is summarized in Attachment 1. The HSC’s recommendation will be <br />forwarded to the City Council for review and final action (along with the HC’s <br />recommendations) on April 16, 2024. <br />March 21st Housing Commission Meeting Process <br />The Commission may request any or all of the agencies listed in Table 1 of this report to make <br />a presentation or answer any questions relating to their housing-related projects. After hearing <br />from the agencies and any other interested parties, the Commission will close the hearing, <br />discuss the applications, and formulate a funding recommendation for consideration by the <br />City Council. <br />The Commission’s recommendation is tentatively scheduled to be reviewed by the City Council <br />(along with the recommendation from the Human Services Commission regarding CDBG and <br />City General Funds) on April 16, 2024. At that time, it is expected the Council will adopt a <br />resolution approving the funding plan for the City's HHSG program (as well as Youth and Civic <br />Arts funding through the Community Grant program) for FY 2024/25.
