<br /> <br />Page 8 of 8 <br />Alternative 2, the project proposes 8 moderate income units, and 47 above moderate <br />income units, exceeding the sites inventory in the above-moderate income category. <br />Whether Alternative 1 or 2 proceeds, the site inventory allows for a surplus of 56 units <br />beyond the City's designated 894-unit allocation for moderate income housing under the <br />regional housing needs assessment (RHNA). Recommending either AHA Alternative 1 or 2 <br />would not require rezoning additional sites to meet the moderate income RHNA. The units <br />which are finally constructed on this site under either Alternative 1 or 2 would be reported in <br />Annual Planning Reports as satisfying a portion of the City’s RHNA units in the 2023-2031 <br />Housing Element Cycle. <br /> <br />EQUITY AND SUSTAINABILITY <br />The action directly implements the Housing Element that serves as the City’s strategy for <br />addressing its housing needs for all residents at all income levels. In conformance with the <br />Inclusionary Zoning Ordinance, the Affordable Housing Agreement for both Alternative 1 <br />and 2 will require the Developer to provide 15% of the total units to be restricted. The site is <br />identified as a housing opportunity site in the 6th Cycle Housing Element Update. <br /> <br />OUTREACH <br />Email notice of this meeting was sent March 18th to persons who had previously emailed <br />the City when the project was being considered by the Planning Commission. <br /> <br />STRATEGIC PLAN ALIGNMENT <br />Recommendation for approval of the AHAs for Alternatives 1 and 2 advances the strategic <br />goal of Building a Community Where Everyone Belongs from the approved ONE <br />Pleasanton Strategic Plan. It directly supports Strategy 6 under this goal, to implement the <br />Housing Element, by implementing the Inclusionary Zoning Ordinance and building <br />affordable housing units and/or collecting fees to support a wide range of affordable <br />housing programs and activities for all sectors of the community. <br />FINANCIAL IMPACT <br />The construction of either alternative will increase the property tax base, and units will be <br />required to pay applicable development impact fees and utility connection fees. <br /> <br />Submitted by: <br /> <br />Steve Hernandez <br />Housing Manager <br /> <br />Attachments: <br />1.
