Planning Commission Duties with Planning Commission <br />Respect to IZO and Housing Programs <br />1 of 6 <br />Planning Commission <br />Agenda Report <br />May 22, 2024 <br />Item 6 <br />SUBJECT: PLANNING COMMISSION DUTIES WITH RESPECT TO INCLUSIONARY <br />ZONING ORDINANCE AND HOUSING PROGRAMS <br />STAFF RECOMMENDATION <br />Staff recommends the Planning Commission receive information, ask questions, and discuss <br />staff presentation on the Planning Commission duties under the Pleasanton Inclusionary <br />Zoning Ordinance and other housing-related matters. <br />EXECUTIVE SUMMARY <br />With the reorganization of City Commissions recently authorized by City Council, many of the <br />duties and responsibilities formerly assigned to the Housing Commission are to be formally <br />assumed by the Planning Commission. To assist with the transition of duties from the <br />Housing Commission to the Planning Commission, this agenda item is an opportunity for staff <br />to provide an overview of these duties as they relate to the Planning Commission's role in <br />implementing the Pleasanton Inclusionary Zoning Ordinance (IZO)and other responsibilities <br />with respect to the City’s affordable housing program. <br />BACKGROUND <br />Commission and Committee Reorganization <br />In March 2024, the City Council made a number of changes to the structure of various City <br />Commissions and Committees, with the goal of improving the efficiency and effectiveness of <br />those bodies and City processes more generally. Among the changes was to disband the <br />Housing Commission, and instead assign most of the duties and responsibilities of the <br />Housing Commission to the Planning Commission, with others being absorbed by the Human <br />Services Commission. The modified duties of the Planning Commission are formalized in <br />Ordinance No. 2276 (Exhibit A) and are summarized below: <br />•Make recommendations to the City Council and/or establish policies regarding <br />affordable projects affiliated with the City, including preference and eligibility criteria for <br />City-assisted housing, available grant applications, and new affordable housing <br />programs. <br />•Review and make recommendations to the City Council regarding affordable housing <br />agreements entered into pursuant to Chapter 17.44. [Inclusionary Zoning Ordinance] <br />The discussion section of this report provides additional detail on 1) the Inclusionary Zoning <br />Ordinance, which governs affordable housing proposals and the related affordable housing <br />agreements made as part of new development; and 2) provides an overview of the City’s <br />affordable housing programs.
