P24-0278, 2207 Martin Ave. Planning Commission <br />4 of 8 <br /> <br />ANALYSIS <br />Consistency with General Plan and Zoning Land Uses: <br />General Plan <br />General Plan policies do not explicitly address sports courts or lighting, but broadly speak to <br />retaining the character of existing neighborhoods and minimizing intrusions: <br /> <br />Land Use: Residential <br /> Policy 8: Preserve and enhance the character of existing residential neighborhoods. <br /> <br />Program 8.1: Enforce the provisions of the City’s Zoning Ordinance and related <br />planning ordinances to maintain the character of existing residential neighborhoods. <br /> <br />Program 8.2: Use the City’s development review procedures to minimize intrusions into <br />existing neighborhoods. <br /> <br />As conditioned, staff finds the project would meet the intent of the General Plan. <br /> <br />Zoning <br />The site is zoned PUD-LDR and subject to the R-1-40,000 District development standards, as <br />well as more site-specific conditions adopted as part of PUD-148. <br /> <br />Tennis Court Development Standards <br />The PMC does not address sports courts and associated lighting. However, per PUD-148, the <br />site consists of specific tennis court development standards, which include the following: <br /> <br />a. Allow fencing approximately 10-feet maximum in height at the front and rear (narrow) <br />ends of the tennis court. <br />b. Allow fencing approximately eight feet maximum in height on the long sides of the <br />tennis court, extending from the 10-foot-high corner poles to the service lines. <br />c. Vining vegetation will be planted to grow along the tennis court fencing, and tall, five- <br />gallon minimum vegetation, will be placed between the court and property line fencing. <br />d. Applicant and neighbor will share repair costs of an approximately seven-foot-high solid <br />wood fence along the property line between 2207 Martin Avenue and 3520 Dennis <br />Drive. If the neighbors have not shared costs to pay for the repairs within six months of <br />the effective date of this approval, the applicant shall be relieved of this condition. <br />e. Tennis court lighting above eight feet in height shall require Administrative Design <br />Review. <br /> <br />Since the approval of PUD-148, the applicant has added vegetation on the side fence line and <br />increased the height of the existing wood fence at the rear (along Dennis Dr.) from <br />approximately six feet to approximately seven feet with an over-height-fence permit by adding <br />a one-foot lattice (Case No. P24-0196). Figure 4 below illustrates the current status of the <br />tennis court fencing and vegetation. <br /> <br /> <br /> <br /> <br />
