P24-0198, 1262 Quarry Lane, Suite A Planning Commission
7 of 7
ALTERNATIVES
As articulated above, staff believes the proposed use, as conditioned, is consistent with the
objectives of the zoning district. However, alternatives that could be considered by the
Planning Commission include:

1. Denial of the application. Such an action would preclude the applicant from operating
the tutoring facility; or
2. Approval of the CUP with modifications. The Planning Commission could approve the
CUP, but with modified hours of operation and/or other changes to the proposal.

Staff is able to support the findings to approve the project, as proposed, and believes the
project will not adversely impact any existing on-site uses or the surrounding area; thus, staff
suggests neither of the two project alternatives above should be pursued.

PUBLIC NOTICE
Notice of this application was sent to surrounding property owners and tenants within a
1,000-foot radius of the subject parcel and published in the newspaper. At the time this report
was published, staff had received one public comment regarding the project from a community
member who is in support of the CUP. The comment has been included for your reference as
Exhibit C.

ENVIRONMENTAL ASSESSMENT
This project is categorically exempt (Section 15301, Class 1, Existing Facilities) from the
requirements of the California Environmental Quality Act (CEQA). Therefore, no environmental
document accompanies this report.

SUMMARY/CONCLUSION
As proposed and conditioned, staff concludes the proposed use would be compatible with the
surrounding businesses and would not detrimentally affect the surrounding uses or residential
properties. Conditions of approval have been included which would ensure the safety and
general welfare of the surrounding area, and the City in general, is maintained.

Primary Author: Sachiko Riddle, Assistant Planner

Reviewed/Approved By:
Eric Luchini, Senior Planner
Melinda Denis, Planning and Permit Center Manager
Ellen Clark, Director of Community Development
