The type and amount of the fees shall be those in effect at the <br />time the building permit is issued. <br />TRAFFIC DIVISION – 925-931-5672 <br />18. PARKING STALL DESIGNATION: The applicant shall provide a revised site plan <br />showing the additional 10 parking spaces (15 total parking spaces) signed and/or <br />striped for student pick up/drop off only, requested by Traffic Engineering. The <br />plan shall be reviewed and approved by Traffic Engineering prior to issuance of a <br />building permit. (Project Specific Condition) <br /> <br />19. OFF-SITE PARKING AGREEMENT: The applicant shall provide a copy of the <br />signed off-site parking arrangement with the Eaves Apartments complex for <br />allocating 10 parking spaces to be used for the daycare staff prior to issuance of <br />a building permit. The parking arrangement shall specify locations of the 10 <br />spaces for use by daycare staff. The applicant shall notify the City 30 days in <br />advance of any changes and modifications to the agreed-upon parking <br />arrangement and the modified off-site parking arrangement is subject to review <br />and approval by the Traffic Engineer prior to implementation. Failure to do so will <br />result in City bringing the subject conditional use permit approval to the Planning <br />Commission to subsequent review and action. (Project Specific Condition) <br /> <br />20. ON-SITE PARKING MODIFICATIONS: Once the childcare facility is operating at <br />full approved capacity, i.e. 110 children and 18 staff members, the property <br />owner and/or childcare operator may submit a request to the City for a reduction <br />in the required 15 on-site pick-up/drop-off parking spaces located at the site. At <br />this time, the City Traffic Engineer shall require the applicant to pay for a parking <br />monitoring analysis to be completed by the City’s on-call transportation <br />consultant. If the analysis is reflective of the request to reduce the required pick- <br />up/drop-off parking spaces, the number of required on-site spaces will be <br />decreased by the City Traffic Engineer. (Project Specific Condition) <br />21. TRAFFIC IMPACT FEES: Based on the applicant's narrative received February <br />14, 2024, the proposed project will generate PM peak hour trips (4-6 p.m.). <br />Therefore, the applicant is required to pay for traffic impact fees prior to <br />operation.(Project specific condition) <br /> <br />22. PARKING AND CIRCULATION MONITORING: Monitoring of circulation and <br />parking during operational hours may be conducted by Traffic Engineering staff. <br />If parking exceeds the allowed allotment and/or circulation problems arise once <br />the programs are in operation, as determined by the City’s Traffic Engineer, this <br />conditional use permit may be submitted to the Planning Commission for their <br />subsequent review at a public hearing. If necessary, the Planning Commission <br />may modify or add conditions of approval to mitigate such impacts or may revoke <br />said minor conditional use permit.
