<br />3200 Hopyard Road Redevelopment – Transportation Assessment <br />January 2, 2024 <br />3 <br /> <br />Background Trip Generation Assessment <br />On June 27, 2023, Rincon Consultants issued a revised peer review assessment of the 3200 Hopyard Road project. One item on Page 4 discussed the potential of combined impacts on the transportation network when considering both the 3200 Hopyard Road project and the adjacent 3370 Hopyard Road <br />redevelopment (P23-0469; herein referred to as the “background project/development”). The <br />background project includes four residential units plus approximately 1,050 SF of office space. <br />In order to assess any combined potential impacts of both developments, a trip generation assessment was also conducted for the adjacent development; the results are portrayed in Table 2. As illustrated, the proposed development would generate approximately 42 more trips during a typical weekday, four more trips during the a.m. commuter peak hour, and four more trips during the commuter p.m. <br />peak hour as compared to the existing use. <br />With additional background project traffic solely, Hopyard Road is expected to see negligible increase in traffic. With the addition of both projects’ traffic, Hopyard Road would continue to see an increase in daily traffic of less than one percent. Thus, TJKM does not expect that either development would substantially affect traffic operations on the adjacent road network. <br />Table 2: Background Project Trip Generation and Comparison (ITE TGM) <br /> <br />Notes: <br />General: Multiple ITE land use codes (LUC) have fitted curve equations for various analysis periods in addition to rates. The methodology <br />in the ITE's Trip Generation Handbook (3rd ed.) was utilized to determine which was used. <br />Intersection Level of Service Methodology <br />STUDY INTERSECTIONS AND SCENARIOS <br />Based on coordination with City staff, TJKM analyzed the traffic conditions at four study intersections <br />during the typical weekday morning (a.m.) and afternoon (p.m.) peak hours. For the purpose of <br />analyzing level of service (LOS), the two proposed site entrances were conservatively consolidated into a single access point. The study intersections are as follows: <br />1. Hopyard Rd. & Valley Ave; 2. Hopyard Rd. & S. Valley Trails Dr.; <br />3. Hopyard Rd. & N. Valley Trails Dr.; <br />4. Hopyard Rd. & West Los Positas Blvd.; and 5. S.
