CALIFORNIA | FLORIDA | TEXAS <br />Corporate Office 4305 Hacienda Drive, Suite 550, Pleasanton, CA 94588 925.463.0611 www.TJKM.com <br />TECHNICAL MEMORANDUM <br />Date: January 2, 2024 To: Bruce Myers Catalyst Development Partners <br />From: Steven Matthew Dauterman, TE, PTOE, RSP1 TJKM Subject: 3200 Hopyard Road Redevelopment – Transportation Assessment <br />This memorandum summarizes a transportation assessment for a proposed redevelopment in the City <br />of Pleasanton, California. The site is located immediately southwest of the intersection of Hopyard Road and South Valley Trails Drive. <br />This memorandum includes a trip generation assessment, an intersection Level of Service (LOS) impact analysis, and assessments of site circulation and potential circulation impacts on all primary modes of <br />transportation (vehicular, pedestrian, bicycle, and transit). <br />Based on our findings, the proposed redevelopment is expected to account for a minimal increase in trips generated by the site during a typical weekday and during the morning (a.m.) and afternoon (p.m.) commuter peak hours. The project is expected to have an insignificant impact on LOS and vehicular delays and is not expected to create any deficiencies with respect to all primary modes of <br />transportation. <br />TJKM has one minor recommendation concerning vehicular access: the eastern driveway (closest to Hopyard Road) may need an inbound left-turn restriction due to its proximity to the Hopyard signal. <br />Project Overview <br />The proposed project site includes one parcel of land, which can be identified by the following accessor parcel number (APN): 941-0907-062-00. The property is approximately 2.99 acres, is zoned Multiple Family Residential (RM-15), and is designated to be high density (over eight dwelling units (DU) per acre) per the City’s General Plan Land Use Map (adopted July 21, 2009). <br />Currently, the site contains the Harvest Valley Christian Church, which is approximately 15,500 square <br />feet (SF) and includes a daycare component (4,240 SF). The project would replace the existing uses with approximately 57 condominium units. <br />The property currently has one entrance on South Valley Trails Drive. With the redevelopment of the site, the existing entrance will be closed in favor of two new entrances along South Valley Trails Drive. <br />Attachment 2
