RESOLUTION NO. PC-2024-03 <br />RESOLUTION OF THE PLANNING COMMISSION APPROVING APPLICATIONS <br />FOR DESIGN REVIEW FOR A HOUSING DEVELOPMENT AT 3200 HOPYARD <br />ROAD CONSISTING OF 48 THREE-STORY TOWNHOME-STYLE <br />CONDOMUNIMUMS AND NINE ONE-BEDROOM APARTMENTS AND A VESTING <br />TENTATIVE MAP, AS FILED UNDER CASE NO. P23-0177 AND VESTING <br />TENTATIVE MAP 8672 <br />WHEREAS, Catalyst Development Partners LLC has applied for Vesting <br />Tentative Map approval to convert the approximately 2.99-acre site located at 3200 <br />Hopyard Road (“Property”) into nine parcels for condominium purposes with 57 attached <br />condominium units comprised of 48 townhome-style units ranging in size from <br />approximately 1,692 to 2,738 square feet per unit, nine apartment units and 12 common <br />area parcels (“Project”); and <br />WHEREAS, zoning for the property is zoned RM-1,500 (Multi-Family Residential <br />District) and the General Plan designation is High Density Residential; and <br />WHEREAS, a Modified Initial Study pursuant to California Environmental Quality <br />Act (CEQA) Guidelines Section 15183 Consistency Checklist was performed for this <br />Project; and <br />WHEREAS, at its duly noticed public hearing of February 28, 2024, the Planning <br />Commission considered all public testimony, relevant exhibits, and recommendations of <br />the City staff concerning this request. <br />NOW, THEREFORE BE IT RESOLVED by the Planning Commission of the City <br />of Pleasanton, based on the entire record of proceedings, including the oral and written <br />staff reports and all public comment and testimony: <br />Section 1. Finds that the Consistency Checklist for the proposed project is in <br />conformance with the analysis and conclusions of the Pleasanton General Plan 2005- <br />2025 FEIR and qualifies for an exemption from additional environmental review under <br />CEQA Guidelines Section 15183 because the project is consistent with the <br />development density and land use characteristics established by the City as analyzed <br />by the Pleasanton General Plan 2005-2025 (State Clearinghouse No. 2005122139). <br />Section 2. <br />Findings for P23-0177. The Planning Commission finds that the project would conform <br />to all applicable objective standards of the Pleasanton Municipal Code, Zoning <br />Ordinance and other adopted standards, with the exception of items for which a <br />concession or waivers have been requested by the applicant and granted in accordance <br />with provisions of California Density Bonus law at Cal.
