Location and Notification Map <br /> <br /> <br />STAFF RECOMMENDATION <br />Staff recommends the Planning Commission deny the appeal, thereby upholding the Zoning <br />Administrator’s decision, based on the findings in Exhibit A. <br /> <br />EXECUTIVE SUMMARY <br />The applicant is appealing the Zoning Administrator’s December 21, 2023, decision denying an <br />application for Zoning Approval for Bottoms Up Espresso at an existing drive -up kiosk located <br />at 4299 Valley Avenue. The denial was based on the business meeting the definition of an <br />adult entertainment establishment, which is not permitted in the CN zoning district where the <br />existing drive-up kiosk is located. <br /> <br />Pleasanton Municipal Code (PMC) Section 18.144 outlines the procedures for appeals; <br />specifically, PMC Section 18.144.050 describes the administrative appeal procedure.
