<br />D-1 <br />APPENDIX D <br /> <br />GENERAL INFORMATION ABOUT THE CITY OF PLEASANTON <br />AND THE COUNTY OF ALAMEDA <br /> <br />The following information concerning the County of Alameda (the “County”) and the City <br />of Pleasanton (the “City”) is included only for the purpose of supplying general information <br />regarding the region in which the Water System is located. The 2024 Bonds are not a debt of <br />the County, the City, the State of California (the “State”) or any of its political subdivisions, and <br />neither the County, the City, the State nor any of its political subdivisions is liable therefor. The <br />City and the Underwriter take no responsibility for the accuracy or completeness of such <br />information. <br /> <br />General <br /> <br />The City. The City was incorporated on June 18, 1894. The City’s history has been <br />shaped largely by its geographic location, from its days as a stop on the transcontinental <br />railroad to its modern-day position as a center of commerce at the intersection of interstate <br />freeways 580 and 680. The City enjoys a rich blend of historic turn-of-the-century charm and <br />vital modern facilities that provide the quality of life and economic well-being desired by <br />residents and businesses. This successful balance has been achieved through the City’s active <br />and involved citizenry, strong community leadership and committed City government. <br /> <br />The City occupies a land area of 24.2 square miles and serves a residential population <br />of 76,459. The City is a full-service general law city providing police, fire, sewer, water, street, <br />parks, support services, economic development, community development (planning, building <br />and inspection services), community services (recreation, sports, senior center, preschool, etc.) <br />and library services. <br /> <br />The City operates under the Council-Manager form of government, with four Council <br />members elected to represent specific districts by City residents within such districts for <br />staggered four-year terms and the Mayor elected at-large by all City residents for a two-year <br />term. The City Council appoints the City Manager and the City Attorney. The City Manager is <br />responsible for carrying out the policies and ordinances of the City Council, for overseeing the <br />day-to-day operations of the City and appointing department directors. <br /> <br />The County. The County is located on the east side of the San Francisco Bay, <br />extending to the City of Albany on the north, the City of Fremont on the south, and to the City of <br />Livermore on the east, and is approximately ten miles west of San Francisco. Automobile <br />access to San Francisco is provided by the San Francisco-Oakland Bay Bridge. <br /> <br />The northern part of the County has direct access to San Francisco Bay and the City of <br />San Francisco. It is highly diversified with residential areas, active commercial areas, traditional <br />heavy industry, the University of California at Berkeley, the Port of Oakland, and sophisticated <br />manufacturing, computer services and biotechnology firms. The middle of the County is also <br />highly developed including older established residential and industrial areas. The southeastern <br />corner of the County, including the cities of Pleasanton and Livermore, has seen strong growth <br />in residential development and manufacturing. Many high-tech firms have moved from <br />neighboring Silicon Valley in Santa Clara County to the County. <br /> <br />
