Yeong also oversaw capital initiatives and the development of a maintenance capital <br />program for Bay Area Rapid Transit (BART). <br /> <br />In Pleasanton since March 2024, Yeong leads the City’s Public Works Department <br />where she oversees all operations and maintenance, utilities and environmental services, and <br />engineering activities. Upcoming projects include completion of water, sewer and storm system <br />master plans, development of an Asset Management Plan, and design and construction of new <br />wells to address PFAS, along with capital projects that advance the City’s strategic ONE <br />Pleasanton and Climate Action plans. <br /> <br />Yeong has a bachelor’s degree in Construction Engineering and Management and a <br />master’s degree in Civil Engineering and Construction Management from Iowa State University. <br /> <br />Assistant Director of Public Works/City Engineer – Adam Nelkie. Adam has worked <br />for the City for 14 years and was appointed Assistant Director of Public Works/City Engineer in <br />July 2023 and previously served as the Director of Engineering and Acting City Engineer since <br />2021. Prior to that, he was the Senior Civil Engineer overseeing the Capital Improvement <br />program. Prior to joining the City of Pleasanton, Adam has spent 11 years in the private sector <br />for industry leading civil engineering firms working on various projects ranging from freeway and <br />bridge design to wastewater treatment facilities. Adam holds a bachelor of science degree in <br />Civil Engineering from the University of Michigan and is a registered Professional Engineering in <br />Michigan, California and Qualified SWPPP Developer, and actively involved in APWA and <br />South Bay Engineers Club. <br /> <br />Assistant Director of Public Works– Tamara Baptista. Tamara has worked for the <br />City for six years. She was hired in April 2018 as a Revenue Manager for the Operations <br />Services Department (now the Public Works Department), then was reclassified to Deputy <br />Director of Business Services in January 2020. Tamara was then selected as the Interim <br />Director of Operations Services in July 2022. Then in July 2023, Tamara was the Assistant <br />Director of Public Works – Operations and Maintenance. Tamara has over 30 years of <br />experience in local government. Prior to joining the City, Tamara worked for the Zone 7 Water <br />Agency as a Financial Services Manager, and she also worked for Cal State East Bay and the <br />City of Newark. Tamara holds a master’s degree in Public Administration with an emphasis in <br />Finance and Management. Tamara completed the University of North Carolina at Chapel Hill <br />Kenan-Flager Business School Water and Wastewater Leadership Center Program. <br /> <br />Director of Finance – Susan Hsieh. Susan was appointed to Director of Finance in <br />August 2022. Susan is committed to leading the Finance Department in support of the City <br />organization and focusing on the priorities of the City Council, which includes maintaining fiscal <br />responsibility. <br /> <br />Susan has over 20 years of both private and public sector experience. Prior to joining <br />the City of Pleasanton, she served as the Finance Director for the cities of San Leandro and <br />Emeryville, during which she oversaw all aspects of the cities’ financial functions, as well as in <br />the Assistant Finance Director and other lead roles for two other agencies in the Bay Area. <br />Before transitioning to the public sector, Susan worked for a large national public accounting <br />firm leading audit engagements and conducting financial statement audits. <br />
